[NARRATIVE #1 on January 21, 2026]
On January 21, 2026 at approximately 1221 hours, Officer Gravell and I were dispatched to [100 BLOCK] Paris Dr SW #APТ [REDACTED] ROME, GA 30165 for a battery call, with Floyd County Officer ORELLANA.
Upon arrival we spoke to [REDACTED BY AGENCY] who stated that last night, she and her boyfriend of one year, David Cruz Guzman, were in the parking garage located at [REDACTED BY AGENCY] on the 2nd floor closest to the [REDACTED BY AGENCY]. Guzman had taken her cell phone and would not give it back to her. She then states that they began to argue and as she started to enter Guzman’s vehicle, which she arrived there in, he pushed her away from the vehicle. [REDACTED BY AGENCY] goes on to state that Guzman shoved her a second time, this time causing her to fall to the ground and scrape both of her knees and palm of her right hand.
[REDACTED BY AGENCY] then states that Guzman had been following her and harassing her while tracking her location from her cell phone. [REDACTED BY AGENCY] stated at one point she did accidentally spill her Starbucks drink on Guzman. [REDACTED BY AGENCY] stated that this is not the first incident like this, as roughly four months ago Guzman struck her on her arm causing bruising and chased her down the street on foot after she was able to exit his vehicle. [REDACTED BY AGENCY] described Guzman’s car as a silver Honda Civic that was lowered with dark tinted windows.
I photographed [REDACTED BY AGENCY] injuries and uploaded them to evidence.com. I contacted Officer Vandenhoek to request security footage from the second floor of the parking garage which is also uploaded to evidence.com. Upon review of the security footage, Guzman can been seen chasing [REDACTED BY AGENCY] around his vehicle, appears to punch her several times, attempts to place [REDACTED BY AGENCY] in a “head lock,” and shoves her twice. The second time Guzman shoves [REDACTED BY AGENCY] she falls to the ground landing on her hands and knees. [REDACTED BY AGENCY] is then seen getting up and walking away from Guzman and Guzman then gets into his vehicle and leaves the scene without [REDACTED BY AGENCY].
Officer Gravell and I then make contact with Guzman at [REDACTED BY AGENCY] at approximately 1311 hours. Guzman states that he did in fact take [REDACTED BY AGENCY] phone and they were running around the parking garage but he was just joking around. He then goes on to state that they began to argue and [REDACTED BY AGENCY] told him that she would find a different ride home. Guzman states that [REDACTED BY AGENCY] then attempted to get back into his vehicle and he shoved her away and she did fall down. Guzman stated that he did not think he shoved her very hard and he thought she was “faking” her fall.
Guzman states that he offered to take her home after he shoved [REDACTED BY AGENCY] but she did not respond to him. Guzman then states that he got into his car a left the scene and did not know how [REDACTED BY AGENCY] got home. He also stated that later that night after he showered he looked at her location and could see that she was still in the area he left her. He called her and she stated that she was scared and freezing. Guzman did not return that night to pick her up and take her home safely.
[REDACTED BY AGENCY] is only 15 years old, Guzman is 18.
Guzman was then placed under arrest with handcuffs to the rear, checked for tightness, double locked, and searched. Guzman was then transported to the Floyd County Jail without incident.

[NARRATIVE #2 on January 21, 2026]
On the above date and time I, PFC Orellana was dispatch to [100 BLOCK] Paris Dr in reference to legal advised on obtaining a Temporary Protection Order.
Upon arriving to scene, I made contact with the the complainant/ Mother later identified as [WITNESS #1]. [WITNESS #1] stated that their was a male (David Cruz-Guzman) stalking her daughter [REDACTED BY AGENCY] and being physical with her. [WITNESS #1] stated that David is very abusive toward her daughter and [WITNESS #1] advised me that David was [REDACTED BY AGENCY] boyfriend and [REDACTED BY AGENCY] broke up with him due to him being super toxic and abusive. [WITNESS #1] stated that she wanted to press charges on David. I advised [WITNESS #1] the proper way to obtain a TPO at the court house.
Upon speaking with [REDACTED BY AGENCY] stated David was her ex-boyfriend. [REDACTED BY AGENCY] stated David wouldn’t leave her alone, and [REDACTED BY AGENCY] advised that David is always following her around and stalking her. [REDACTED BY AGENCY] stated that David keeps calling her and sending her messages non-stop. [REDACTED BY AGENCY] advised that on 1-20-2026, she went out with David to down town Rome to hang out. [REDACTED BY AGENCY] stated that they went to the parking deck across the forum and [REDACTED BY AGENCY] stated that David took her phone away with out her permission and started going through the cell-phone.
[REDACTED BY AGENCY] stated that they started arguing and David started running with her phone and she chased David to try to get her cell-phone. [REDACTED BY AGENCY] back stated that David intentionally pushed her to the ground causing scraps to both knees and her right palm. [REDACTED BY AGENCY] stated that David left her alone in the parking deck in the freezing cold weather until she called for a ride to pick her up.
I advised dispatch that I needed a city officer due to this incident had occurred in the city limits.
