On November 19, 2025 (Wednesday) I, PFC Young, was dispatched to [30 BLOCK] Fortune St, Rome, GA 30165 in reference to a welfare check.
The dispatched call was regarding a small child running around the yard in only a t-shirt and her mother, Ebonyee Tutt-Knight, being outside completely naked. Day shift officers arrived on scene first and advised Ebonee had already put clothes on herself and her daughter, [REDACTED BY AGENCY], prior to their arrival. However, neighbors who wished to remain anonymous confirmed that Ebonyee was outside naked with the child.
Upon my arrival, Ebonee was yelling and arguing with [WITNESS #1] over their daughter. I went over to attempt to speak with Ebonyee but she kept yelling and talking out of her head, making random statements. Ebonyee kept going on about various issues and was extremely wide eyed at all times as if manic. I learned that officers had already been out to the residence earlier in the day due to Ebonyee stating that her 3 year old child told her that [WITNESS #1] raped her. Yet, the child could not speak. Ebonyee kept talking about this incident but also kept stating things like her daughter told her she had to take some medicine or her daughter told her she needs to close the door or go pеe.
EMS had come to evaluate Ebonyee but stated she was coherent enough that they could not take her to the hospital for mental aid. Ebonyee continued to talk and yell in a rambling manner which did not make sense. Looking inside the home, it was also disheveled with dirty clothes and various items strewn about haphazardly. Due to the mess of the residence and Ebonyee’s apparent mental crisis, we deemed that it was unsafe to leave the child in Ebonyee’s care. DFCS was notified and responded to the scene.
[WITNESS #1] kept wanting to take their daughter but he was admittedly not legitimized as the father, Ebonyee did not want their daughter to go with him, and there was the allegation that he had harmed their daughter earlier in the day.
[WITNESS #1]’s sister, [WITNESS #2], arrived on scene with her own daughter but when Ebonyee saw her, she believed she was someone with a school and began stating that she was sorry for not taking her daughter to school and trying to figure out why she was at her residence at the hour. Ebonyee then began arguing that [WITNESS #2] was [WITNESS #1]’s wife and just wanted to take their child. The child’s godmother, [WITNESS #3], also arrived on scene at some point.
While speaking with [WITNESS #1], [VICTIM #1], and [WITNESS #2], Ebonyee continued to scream and curse at [WITNESS #1] and in general since her child kept running over to be with [WITNESS #1]. Eventually, case worker [VICTIM #1] arrived on scene. She spoke with this group of individuals while Ebonyee continued yelling, rambling, and attempting to argue.
[VICTIM #1] determined that a safety plan needed to be created with the child going into the care of [WITNESS #3] for the night. [VICTIM #1] attempted to speak with Ebonyee but Ebonyee kept arguing that she “took her time talking to [WITNESS #1]” and that now she didn’t want to cooperate. [VICTIM #1] kept trying to explain the safety plan to Ebonyee and asked for her signature stating she understands but Ebonyee kept arguing and rambling. Eventually, Ebonyee began threatening [VICTIM #1] stating she was going to “throw hands” in the yard.
At this point, and given Ebonyee’s constant yelling in the neighborhood, she was secured in handcuffs and placed under arrest for disorderly conduct. I double locked the cuffs, checked them for fit, and escorted Ebonyee to the front of my patrol vehicle. I searched her incident to arrest and secured her in the back seat. [REDACTED BY AGENCY] was then taken into protective custody and subsequently released to [VICTIM #1] and [WITNESS #3].
I transported Ebonyee to the Floyd County Jail where she was booked without incident.
Back seat cleared before and after transport.
