[NARRATIVE #1 on February 05, 2026]

On Thursday, February 5, 2026 I was dispatched to the area of [200 BLOCK] Echota Circle in reference to a shots fired call. While en route dispatch advised that a male had fired a gun toward the caller before going back into his residence. Dispatch advised that the male shooting was Hispanic and wearing a black shirt and red pants.

Upon my arrival I observed Officer Rains, PFC Gravell, and Officer Hart standing next to [200 BLOCK] Echota Circle with their firearms drawn. As I approached the other officers I observed a male matching the description given by dispatch exit the residence at [200 BLOCK] Echota Circle. Officer Rains, PFC Gravell, and I then conducted a felony stop on the male. He was given verbal orders to raise his hands above his head and walk away from the house.

The suspect would repeatedly ignore the verbal commands and would put his hands down and reach into his pockets and behind his back. Officers pointed their firearms toward him until he would comply and place his hands where they could be seen again. At that time I entered the yard at [200 BLOCK] Echota and searched him for weapons, none were found. He was then detained by being placed into handcuffs and escorted to the front of a sheriff’s office vehicle. Once there he identified himself as Mr Edgardo Funez-Larios.

At that time PFC Gravell advised me that the neighbor, Mr [VICTIM #1], told him Mr Funez-Larios had been shooting a firearm at him from his house. He was then asked if anyone was inside the residence and he stated no. He was asked where his firearm was and he stated he did not have one. At that time Mr Funez-Larios became agitated and began cussing and using racial slurs. I asked Mr Funez-Larios if we could enter the residence and he stated no. Lt Smith then contacted CID to obtain a search warrant for the residence.

I spoke with Mr [VICTIM #1] and asked if he had any cameras and he stated that he did not have any on his property. He advised that he had been in his kitchen preparing lunch when he heard 4 or 5 gun shots. He stated that he had gone outside to see if it had been fireworks when he saw Mr Funez-Larios. Mr [VICTIM #1] stated that he saw Mr Funez-Larios point a firearm toward his residence and fire two more shots. Lt Smith asked if Mr Funez-Larios knew he was there and Mr [VICTIM #1] responded “probably not”. He advised at that time he ran back into his home.

PFC Gravell advised that he could hear voices inside the residence. At that time Lt Smith, PFC Gravell, Officer Hart, and I conducted a safety sweep of the residence. Inside the living room I observed a black handgun with an extended magazine laying on the couch in plain view. No other people were found inside the residence.

Mr Funez-Larios was then escorted to the rear of squad car 156. While walking to the vehicle Mr Funez-Larios began using derogatory language toward me and stated “I’ll beat the sh*t out of you h*e.” He then said “You want me to slap the sh*t out of you h*e? I will. I will.” At that time Mr Funez-Larios was placed under arrest. Mr Funez-Larios also stated “I’ll whip your a*s.” as he took a seat in the rear of the squad car. Mr Funez-Larios waited in the vehicle while I conducted the rest of the investigation. While waiting he also told LT Smith, PFC Gravell, and Officer Rains “I’ll really shoot your f*cking cap off…”.

I then spoke with Mr [VICTIM #1] again and he advised that he believed his neighbors had cameras that pointed to the backyard of Mr Funez-Larios residence. I made contact with Ms [WITNESS #1] and Ms [WITNESS #2].

Ms [WITNESS #1] stated that they did not have any cameras. They advised that they had been inside their residence when they heard multiple shots. Ms [WITNESS #1] stated that she had gone to her kitchen window and peaked outside. She stated that she had seen a Hispanic male in the backyard shooting a gun. She described him as a Hispanic male in a white t-shirt with a necklace standing by the grill shooting into the ground. She advised that when she called 911 she heard two more shots and two more after she hung up the phone. Ms [WITNESS #2] confirmed Ms [WITNESS #1]’s story stating that she heard the same thing but she had not looked out the window.

I then spoke with Mr [WITNESS #3] and Mr [WITNESS #4]. They both stated that they had observed the incident through windows in their residence. Mr [WITNESS #4] stated that he when he had looked through the bathroom window and had a clear view of the backyard at [200 BLOCK] Echota Circle. He stated that he heard the gun shots first and then saw a Hispanic male wearing a black shirt and red pants and a necklace in the yard. Mr [WITNESS #4] stated that he saw the male aiming into the ground in backyard with a handgun. He advised that the magazine on the handgun appeared to be longer than normal. Mr [WITNESS #3] advised that he saw dirt flying when the handgun was fired.

I then returned to [200 BLOCK] Echota Circle and Investigator Ridling completed a gun residue test kit on Mr Funez-Larios’ hands. I then transported him to the Floyd County Jail where he was booked for terroristic threats, reckless conduct, discharge of a firearm near a public roadway, and disorderly conduct.

[NARRATIVE #2 on February 05, 2026]

On February 5, 2026 I responded to [200 BLOCK] Echota Cir to assist officers at this location. I assisted with securing the perimeter of the residence prior to clearing the house with a safety sweep, and while checking the back door I observed several shell casings laying in the backyard/patio area.

I then assisted with the safety sweep prior to securing the residence, and noticed a black handgun laying on a couch by the front door. All of these observations were reported to investigators when they arrived.

[NARRATIVE #3 on February 05, 2026]

On January 5, 2026, at approximately 1452, Officer Gravell and I arrived back on scene at [200 BLOCK] Echota Cir SW, ROME, GA 30165 in response to a call about shots fired.

Upon arrival, Officer Gravell and I were flagged down by [WITNESS #5] who lives at [200 BLOCK] Echota Cir SW, Rome, GA 30165. [WITNESS #5] stated that he had video footage of Funez walking out to his mailbox “at all hours” of the night to put something in the mailbox. [WITNESS #5] then states that shortly after Funez places something in the mailbox and goes back into his home, a car will drive by and take something out of the mailbox and drive away. [WITNESS #5] states that he believes that drugs are being sold out of the house.

[WITNESS #5] was send a community request to send the video to evidence.com. The report that the request was sent to is Report #2600777RPD.

Investigators on scene were advised of [WITNESS #5]’s statements and that a community request was sent.

On 2-5-2026 members of the Rome Floyd Metro Task Force responded to [200 BLOCK] Echota circle to assist the Rome Police Department with a shooting investigation. A secondary search warrant was obtained by the Rome Floyd Metro Task Force. See case file for further.
