[NARRATIVE #1 on September 14, 2026]
On 9-14-2026 at approximately 1255 hours, I arrived in the area of 1831 N Broad St (Complete Cash North Rome) for a dispatched call in reference to a male defecating behind the store’s dumpster. The same incident occurred on 9-12-2026 and had the same unidentified offender. See report 2605816RPD by PFC White for more information.
I spoke with the complainant/victim, [VICTIM #1]. [VICTIM #1] stated she was viewing the cameras and spotted the same male from the past Saturday on the property defecating again, in the same exact location. [VICTIM #1] stated that the male once again took off all of his clothes and exposed his sexual organs to the public view. I sent an employee at the business another AXON Community Request so that he could upload the new video of the incident. [VICTIM #1] stated she wished to press charges on the male for this incident as well if he is identified.
Other employees stated they told the male to leave, and he went into the woods on the North side of the building at the bakery at 1906 N Broad St. Officers arrived and searched the area, but was unable to locate the offender.
At this time, the male is still unidentified.

[NARRATIVE #2 on September 15, 2026]
On 9-15-2026, the offender was identified as Elmer Hartline Jr with the help of the Criminal Investigations Unit. I will be seeking an active arrest warrant for the offender for the charge of Public Indecency.

[NARRATIVE #3 on September 15, 2026]
On 9-15-2026 at approximately 1106 hours, I was traveling Northbound in the area of 1904 N Broad St, Rome, GA 30161 in a marked Rome Police Department patrol vehicle. I observed a male walking Southbound that I knew to have active arrest warrants through Floyd County Sheriff’s Office, Elmer Hartline. I had also taken an active arrest warrant out on Elmer this current morning, and he was still wearing the same clothing as he was yesterday.
I exited my patrol vehicle and called Elmer by name, and told him to place his hands behind his back. I then detained Elmer using handcuffs to the rear and checked them for tightness before double locking them. I had Elmer detained until E911 was able to confirm the active arrest warrant. Once the warrant was confirmed using the photo ID attached to Elmer’s GCIC/NCIC return, I informed him was under arrest for the active warrant.
I then searched Elmer incident to arrest before transporting him to the Floyd County Jail. Elmer was then booked for the active arrest warrant without incident.
