On above date and time I Pfc McCormick responded to [200 BLOCK] Barron Rd for a Third Party Call for a domestic altercation. Officers had already been out earlier in the day for the same thing and been advised the male at the home was violent and would fight Officers and had in the past.
Upon arrival I made contact with Mr Smith who was in the back room of the home and walked up to the busted front glass door. Upon informing him why I was there he became agitated due to Officers already being at his home earlier and “not doing anything.” I noted that he had a strong oder of alcoholic beverage coming from his person. He then began to yell and cuss I advised him not to cuss and try to deescalate the issue. He then began to yell that as soon as I left that he was going to go over to his neighbors home and deal with him as soon as I left. I advised him to stop making vague threats he then began to yell at his neighbors and cuss stating he was going to come over there and deal with him. I made the decision to arrest him for disorderly conduct to prevent the issue escalating.
Upon placing cuffs on him he began to go down the front steps. I held on to his arm but he tried to drag me down the steps. He then proceeded to attempt to yank away from me multiple times lunging in the direction of the property line. I then tried to drag him to the vehicle but he shifted his weight attempting to pull away from me yet again while growing more agitated. I still had not checked his cuffs to make sure they were properly on him and he began to try to twist his arms around.
I Then took him to the ground to obtain control of his person due to fear of him slipping out of the hand cuffs and going to harm the neighbor. Upon going down to the ground we landed with my left elbow making first contact with the ground. Upon impact I felt a loud pop in my left shoulder and felt a loss of strength in my left arm. I also felt as if I had a Hot shard of metal wedging into the joint of my shoulder.
I proceeded to wrestle with Smith to obtain control to keep him down until other Officers arrived on scene. During this point Smith continued to threaten me with bodily harm while yelling and threating to harm the neighbor as well as a Pest control technician. Upon Officers filling in Hand cuffs were tightened properly and double locked. He was then placed in the back seat of My patrol vehicle. He proceeded to try to kick and damage my patrol vehicle.
He was transported to Floyd County Sheriffs Office by Deputies due to them having bars on their rear windows. I went to Floyd medical Center to seek medical treatment and am currently out of work pending clearance from injuries.
