On Tuesday, March 24, 2026, at approximately 1706 hours, I was dispatched to a possible pedestrian under the influence call at West Walmart (2510 Redmond Cir, Rome, GA 30165).
The complainant advised dispatch that the person was unable to walk and came out in front of vehicles several times, almost getting run over, wearing blue pants and a blue shirt. Upon arrival, I saw the black male, later identified as Frederick Harris, sitting in front of the red semi truck. I tried to talk to him to see what was going on when I saw that his pants were wet, and it looked like he had peed on himself.
While trying to talk to Frederick to see if he needed assistance, he became noncompliant and refused to answer my questions. He was irate and when somebody tried to talk to him to ask about his welfare, he started cussing at them, “You don’t know nothing about me, son of a b*tch.”
He was placed under arrest at approximately 1715 hours, handcuffed in the back, checked for a proper fit, and double- locked. Even after being arrested, Frederick kept cussing at others multiple times, saying, “Fu*k you.” While I was placing him in cuffs, I could smell the odor of an alcoholic beverage emitting from him in person.
While he was being searched in person, he was still being abusive and calling me “B*tch.” He was transported and booked at the Floyd County Jail for the offenses of O.C.G.A. 16-11-39 Disorderly Conduct and O.C.G.A. 16-11-41 Public Drunkenness. A PBT test was done on Frederick per the request of the jail nurse at the Jail, and it yielded a blood alcohol concentration of 0.137.
