[NARRATIVE #1 on December 03, 2025]

On 12/3/2025 at approximately 1317 hours, I Pfc Alamia responded to [300 BLOCK] N Elm reference to a two vehicle accident. While en route E911 advised one driver fled on foot southbound through private property.

The suspect later identified as Gregory Alan Jr Helms was apprehended shortly thereafter at [100 BLOCK] Lamar St by Officer Hunter 39.

I Officer Alamia observed a black 2018 Kia Forte VIN: [REDACTED] with a drive out tag [REDACTED] with extensive front end damage.

My focus then turned to a white 1997 Chevrolet Z71 (VIN: [REDACTED]) with Georgia Tag [REDACTED] which was later discovered registered to a beige 1996 Chevrolet k1500 (VIN: [REDACTED]).

I Officer Alamia then briefly made contact with the driver of the Kia who was identified as [VICTIM #1] who was also observed to have abdominal pain and a visible injury to her right leg and appeared to be in extreme pain. At the time she was being treated by a firefighter awaiting for Ems to arrive. At that time I asked dispatch to get the on call wrecker in route for both vehicles to clear the roadway.

Upon further investigation I made contact with [VICTIM #2] who resides at [300 BLOCK] N Elm St who began to explain what happened.

Mr. [VICTIM #2] stated Gregory Alan Jr Helms whom he’s known for about a year arrived at his residence kicking his front door, damaging his screen door and accusing [VICTIM #2] of going to his house and “being” with his girl who lives down the street.

[VICTIM #2] stated while Helms was in jail he’s been helping Helms girlfriend out with food and gas money. [VICTIM #2] stated he was able to calm Helms down when Helms left but returned 15 minutes later in a rage.

Reportedly when Helms returned the second time wanting to fight [VICTIM #2] calling him a “n*gger” saying “I don’t give a f*ck about going back to jail” and making a threat saying he had a ‘piece’ in the truck possibly referring to a weapon. Gregory Alan Jr Helms then got into the white the Chevrolet Z71 and per [VICTIM #2] “burned rubber and sped off” colliding head on with the black kia driven by [VICTIM #1].

Mr. [VICTIM #2] who observed the collision said Helms couldn’t drive off due to damage to his vehicle so he backed the white Chevrolet Z71 into his yard at [300 BLOCK] N Elm St and fled on foot but at one point asked Mr. [VICTIM #2] for the keys to his vehicle so he could leave the accident scene.

Sgt Thacker arrived on scene and conducted field sobriety on Helms and determined Helms to be impaired.

[VICTIM #2] stated he did not want to press charges for damage to the screen door at his residence. Mr. [VICTIM #2] did state he captured the incident on his ring door camera. A community request link was sent to [VICTIM #2] for the ring camera video.

Several debit cards with various names were observed to be in Ms. [VICTIM #1]’s pocketbook with the following names. [REDACTED], [REDACTED], [REDACTED], [REDACTED], social security cards [REDACTED], [REDACTED].

Ms. [VICTIM #1] stated they all belonged to ken folks. Photos were entered into evidence.

[NARRATIVE #2 on December 03, 2025]

On December 3, 2025 (Wednesday), I, Officer Hunter, went to assist other Rome police officers in searching for a driver, later identified as Gregory Helsm Jr, who left on foot after a wreck on N Elm St Rome, Ga 30165.

Upon arriving in the area, Dispatch advised me that Gregory was walking up Lamar St Rome, Ga 30165. I was able to locate Gregory talking on the phone and walking down Lamar St. I got out and along with other officers, we detained Gregory.

I placed Gregory in the back of my patrol vehicle and transported him back to the scene of the accident. At approximately 1:28pm, I read Gregory his miranda rights and Gregory agreed to talk to me. I asked Gregory why he left the scene and he said that he did not know what to do. I asked Gregory did he know his driver license was suspended and he said that he did not. I then asked Gregory would he complete a Standardize Field Sobriety Test (SFST) and he said yes. I later asked did Gregory he kick the door at the address he was at and Gregory said that he did not.

I turned Gregory over to Sgt Thacker for SFST at this time.

[NARRATIVE #3 on December 03, 2025]

On the aforementioned date and time, police units were dispatched to the area of the 300 block of North Elm Street in reference to a motor vehicle accident with reported injuries. Initial reports indicated that a white male had exited a white Chevrolet Z71 pickup truck involved in the collision and fled the scene on foot.

A description of the male was broadcast as a bald, shorter white male wearing blue jeans and a gray t-shirt. Officer Hunter of the Rome Police Department, who was in the immediate area, located a male matching the provided description running from the area of the incident on Lamar Street. Officer Hunter detained the male, subsequently ascertaining that the individual was, in fact, the driver of the white Chevrolet Z71 pickup truck. The male was identified, placed into temporary detention, and brought back to the accident scene.

I, Sergeant Thacker, of the Rome Police Department, overheard the radio traffic concerning the incident and proceeded to the scene. Upon arrival, I checked out on the 300 block of North Elm Street and made contact with Officer Hunter and the detained male driver, who was identified as Gregory Alan Helms.

Upon contact with Helms, I detected a distinct odor of an alcoholic beverage emanating from his person. When questioned regarding the odor, Helms stated that he had consumed alcohol the previous night, and that he stopped at approximately 9:00 p.m. When asked to specify the type and amount of alcohol consumed, Helms advised he had consumed about a half-pint of some kind of liquor in mixed drinks.

Throughout the interaction, I noted that Helms displayed slurred speech and watery eyes. Prior to conducting Standardized Field Sobriety Testing (SFSTs), Helms was requested to submit to a Preliminary Breath Test (PBT) utilizing an Alco-Sensor device. Helms complied, and the results of the PBT were positive for the presence of alcohol. I then began the administration of SFSTs.

Horizontal Gaze Nystagmus (HGN) Test

I commenced with the Horizontal Gaze Nystagmus test and observed the following six (6) out of six (6) possible clues:

  • Lack of smooth pursuit present in both eyes.
  • Distinct and sustained nystagmus at maximum deviation present in both eyes.
  • Onset of nystagmus prior to 45 degrees present in both eyes.

Walk and Turn Test

Instructions and a demonstration of the Walk and Turn test were provided. During the instructional stage, Helms failed to maintain balance, breaking the heel-to-toe stance. He also began walking before being instructed to do so. During the walking stage, Helms exhibited the following clues:

  • Missed heel to toe on every step.
  • Used arms for balance.
  • Performed an improper turn.

One Leg Stand Test

Instructions and a demonstration of the One Leg Stand test were then provided. During this evaluation, Helms initially seemed to not understand the instructions, despite having verbally confirmed comprehension, and failed to lift his leg up as described. He kept the heel of his non-standing foot on the ground, requiring me to instruct him to pick his foot up again. Upon attempting the test as instructed, the Helms used his arms for balance and swayed while balancing.

Arrest and Post-Arrest Procedures

Based on the totality of the circumstances, including the positive PBT result, the observations of slurred speech and watery eyes, the odor of an alcoholic beverage, the subject’s admission of recent alcohol consumption, and the numerous clues observed during the SFSTs, I determined that Helms was operating a motor vehicle while under the influence of alcohol to the extent that he was a less safe driver.

Helms was formally placed under arrest for Driving Under the Influence (DUI). He was searched incident to arrest and subsequently secured in the rear of marked police unit 135.

Following the arrest, Helms was read the State of Georgia Implied Consent Notice for Suspects Age 21 or Over. Helms verbally agreed to the State-administered chemical test of his blood. Helms was transported to Atrium Health Floyd for medical clearance related to the motor vehicle accident and for the administration of the agreed-upon blood test. [REDACTED], A nurse at Atrium Health Floyd, drew two (2) vials of blood from Helms’ left arm in my presence at 1445 hours. Once medically cleared, Helms was transported to the Floyd County Sheriff’s Office Jail where he was booked without further incident for the following charges:

  • Driving Under the Influence of Alcohol (DUI – Less Safe)
  • Failure to Yield When Entering a Roadway
  • Leaving the Scene of an Accident

The collected blood alcohol/toxicology kit was entered into evidence at the Rome Police Department to be sent to the Georgia Bureau of Investigation for analysis at a later date.
