[NARRATIVE #1 On September 06, 2025]

On Saturday September 6th 2025 I Pfc Wilbanks(RPD75) was on uniformed patrol in the City of Rome.

At approximately 1632 hours, I responded to the area of Harper Ave in reference to gun shots being heard in the area. While on Harper Ave, I first spoke to a male walking and asked if he heard any gun shots. He advised me that he did and pointed me north. I continued to drive and spoke to a female at the corner of Harper Ave and W Forest St. She advised me that the gun shots were coming from a residence with a red vehicle in the driveway. She pointed to a red vehicle on W Forest St.

I radioed this to responding units and went to the residence. Pfc Kent and I went to [SINGLE DIGIT BLOCK] W Forest St where we made contact with [VICTIM #1] who was outside by her red Kia Soul [REDACTED]. Officers noticed that the front passenger side window was busted. Ms. [VICTIM #1] advised that she and her boyfriend (Jacob Jamel Julian Richmond) had been in an altercation and that he had fired a gun.

Ms. [VICTIM #1] advised that Mr. Richmond had been staying at the residence visiting since yesterday. She advised that they have never lived together and that they do not have kids together. They had began arguing the day prior and that it continued to this date when she had to go to Atlanta.

Upon coming home, they began arguing about her being gone. Ms. [VICTIM #1] advised that she went to tap his lips, as you would a child. They continued to argue with it turning physical where Mr. Richmond punched her upon her lip. Ms. [VICTIM #1] attempted to defend herself with a crutch. Mr. Richmond was said to have gotten the crutch and hit Ms. [VICTIM #1] with it. Mr. Richmond was said to have went outside and brandished a pistol, saying that he would kill her.

It was described as a Glock and being green and black. Mr. Richmond began shooting into the air. At one point, Mr. Richmond was said to have pointed the pistol at Ms. [VICTIM #1]. Mr. Richmond began to walk up the street and was said have stopped and fired a round at Ms. [VICTIM #1]s vehicle, which busted the window. Ms. [VICTIM #1] advised that she was standing at the vehicle when this occurred. Mr. Richmond was described as a light skinned black male wearing a white t shirt and blue jeans.

I relayed this information via the radio. On scene Ofc Kent and I located 3 9mm shell casings in the yard and one on a window sill. While I was on scene I learned that a Floyd County Sheriffs deputy and located Mr. Richmond on Cantrell St near Lookout Cir.

I spoke with [WITNESS #1] who was said to have witnessed the incident. He reiterated that Ms. [VICTIM #1] and Mr. Richmond had been arguing. While outside Mr. Richmond fired shots into the air and eventually walked down the street and fired another. He also advised that Mr. Richmond made the threat to kill Ms. [VICTIM #1]. I also spoke with [WITNESS #2] who advised also reiterated that they were arguing. She advised that she had attempted to break up the altercation and that Mr. Richmond had brandished the pistol and began firing, saying that he would kill Ms. [VICTIM #1].

I responded to Cantrel St and Lookout Cir where Mr. Richmond was already in custody. I placed him in my patrol car along with his belongings. He was transported to the Floyd County Jail and booked in. While at the jail, Sgt. Brummit and I completed a gunshot residue kit, swabbing Mr. Richmonds hands. The swabs were swapped, with the vial labeled right being done on the left and left being done on the right. The vials were corrected to reflect. I also learned that Ofr Clime had located another shell casing on scene while completing a victim notification form. All located casings were collected and entered into the Rome Police Department as evidence along with the gunshot residue kit. The pistol in question was never located.

[NARRATIVE #2 On September 06, 2025]

On Saturday, September 6th, 2025 at approximately 16:32 hours, myself and other officers responded to the area of [SINGLE DIGIT BLOCK] W. Forest Street in reference to a shots fired call.

Once in the area, I was notified that the alleged shooter had left the scene and was walking on S. Broad Street. Officers on scene received information that the shooter was a light skinned black male, wearing a white shirt, and had a ponytail. I immediately started checking the area near S. Broad Street and W. Forest Street to locate the individual. Shortly after, a Floyd County Sheriff’s Deputy located a male matching the description walking up Cantrell Street away from S. Broad.

While en-route to Cantrell Street, the deputy advised that the male, later identified as Jacob Richmond, had fled on foot from the deputy on the trail off of Cantrell Street. I immediately drove to Cantrell Street and assisted with the apprehension of Jacob and collected bags of personal items that he had dropped on the trail.

Once Jacob was in custody, I drove to [SINGLE DIGIT BLOCK] W. Forest Street to give the victim, [VICTIM #1], a victim assistance packet and filled out a victim notification form.

While on scene, I observed a spent shell casing in the front yard of [SINGLE DIGIT BLOCK] W. Forest Street. The spent shell casing was a 9mm Blazer shell casing. The shell casing was collected at approximately 17:26 hours and was later placed into evidence. Please refer to the primary narrative for futher information.
