[NARRATIVE #1 on January 19, 2026]

On 01/19/2026 I PFC Rickett responded to the area of S 1st St and Park Rd in reference to a shooting.

Upon arrival I Spoke with the caller [VICTIM #1], Who advised me that while he was at [200 BLOCK] Park Ave he was jumped by roughly nine people and as he was attempting to leave a black male wearing a gray Nike ski mask shot his car two times. Mr. [VICTIM #1] then left the scene and went to the park to call 911. I stood by with the victim until EMS arrived due to him having a cut on his left leg and bruising on his face. EMS arrived on scene and spoke with Mr. [VICTIM #1] who denied any medical attention. I documented his injuries on my BWC. I also documented the damage to his vehicle and the bullet laying in the front driver floor board. I stood by with him unti Lt. Clayton arrived on scene to continue his investigation.

I left the park and went to [200 BLOCK] Parke ave to help locate the fire arm used. During the search I noticed shell casings in the back yard. I went through the house and searched multiple rooms and was not able to locate the firearm.

[NARRATIVE #2 on January 19, 2026]

On the above date and time, I responded to the listed location in reference to a shots fired call.

Upon arrival, I spoke with PFC Rickett about the situation. Lt. Williams and I went to the residence where the altercation occurred, [200 BLOCK] Park Avenue. Shortly after arriving, we made contact with the residents at the location. Lt. Williams began to speak with them while I looked on the ground around where the cars were parked. While looking, I did locate 3 bullet casings on the ground. At that time, Lt. Williams began to question the residents a little more.

Shortly after, we had several other people outside speaking with us and we did end up going inside at the consent of the home owner. This was due to having a resident requesting to get an item, and I did ask to go with him in order to make sure no firearm was produced.

Upon entering the residence, a David Cantrell came from downstairs. Lt. Williams asked Cantrell if there was anyone else upstairs and Cantrell began to hesitate. Due to his hesitation, Lt. Williams and I suspected there was another person upstairs with it being a good possibility it was the shooter. We did go upstairs to where we observed a black male sitting on the bed. The male was later identified as Jacob Richmond. I asked Richmond where the firearm was, but he stated he did not have one. I did place Richmond in handcuffs at this point, checked for fit, and double locked per policy. Richmond was taken and placed in the backseat of my patrol vehicle at this time.

I did standby with Richmond until Lt. Clayton arrived to investigate the scene. I spoke with Lt. Clayton for a moment and was advised that the victim said that a black male with a “Nike” ski mask was the one that came outside and shot at him. Lt. Clayton he did briefly speak with Richmond about the incident. Richmond maintained that he did not do anything and that he did not have a firearm. Richmond also consented to a gunshot residue test at that time as well.

After Lt. Clayton was finished speaking with Richmond, he did advise that his handcuffs were too tight. I did have him exit the vehicle and checked the tightness. As Richmond was sitting back in the vehicle, I noticed a black ski mask under where he was sitting. I did take the ski mask out of the car and located the “Nike” symbol on the mask as well as a tag with the “Nike” brand on it. I did recover the item at 1959 for Lt. Clayton and placed it in his vehicle.

Once Lt. Clayton finished his investigation, I did transport Richmond to the county jail where he was booked on the listed charges.
