On 3-15-26 I Pfc Jenkins responded to the area of [70 BLOCK] Scott rd in regards to a verbal argument.
I arrived in a marked patrol car wearing a full police uniform displaying my badge of office. Upon my arrival I made contact with the other officers on scene and proceeded to attempt to make contact with the resident at [60 BLOCK] Scott rd. The resident of [60 BLOCK] Scott eventually came outside and spoke with us where he was identified as JAMES PAINTER.
When asked about the altercation that occurred on the roadway JAMES stated that he was tired of his neighbors and had enough of them. We asked JAMES if he struck the car and JAMES continued to say that he was tired of dealing with the neighbors. It should be noted the 1st responding officers had viewed a video taken by one of the children where you can clearly hear JAMES yelling at the driver profanity and hitting the side of the car while the child records the video. JAMES did not deny hitting the car nor yelling at the driver profanity in the presence of children but continued to tell us how much he dislikes his neighbors and is tired of having to deal with them.
James was placed in handcuffs and transported to the Floyd county jail where he was medically cleared and booked in.
