[NARRATIVE #1 on February 13, 2026]

On February 13, 2026, I, Officer Bell, was dispatched to 217 Highway 411, Red Roof Inn, in reference to an intoxicated guest in the lobby.

While en route, dispatch advised that the suspect had been locked out of the lobby and was beating on the door and attempting to fight other guests.

Upon arrival, I made contact with James Renner, the suspect. I observed that Mr. Renner appeared intoxicated, with a strong odor of an alcoholic beverage coming from his person. I asked Mr. Renner what was going on; however, he was unable to form a coherent sentence and was dismissive of my questions. Mr. Renner attempted to walk away multiple times and was uncooperative during the investigation. He only provided his name as JD Renner and stated that he was born in 2024.

While I was speaking with Mr. Renner, other officers advised that charges would be taken against him. The clerk, [WITNESS #1], advised that Mr. Renner had been cursing and attempted to pick a fight with another customer who had come in to check in for a reservation. Mr. Renner followed him outside and began banging his head on the windows and kicking the windows and door again.

I placed Mr. Renner under arrest. He was handcuffed, checked for proper fit, and double-locked. He was searched incident to arrest and placed in the back seat of my patrol vehicle. While seated in the back seat, Mr. Renner began kicking the interior doors of the patrol vehicle. No observable damage was noted.

Mr. Renner was transported to the Floyd County Jail, where he was booked on charges of Disorderly Conduct and Public Drunkenness, along with warrant service from Paulding County for his arrest. While being escorted to booking at the Floyd County Jail, Mr. Renner was unable to maintain his balance and fell several times while being supported.

[NARRATIVE #2 on February 13, 2026]

On Friday, February 13, 2026, at approximately 2352 hours, Officer Bell and I, Officer Ansari, were dispatched to meet with the complainant, [WITNESS #1], reporting a drunk person call that was trying to break in the doors at 217 Hwy 411, Rome, GA 30161 (Red Roof Inn & Suites).

Upon arrival, I saw that Officer Bell had made contact with the suspect, later identified as James Renner. As I approached them, I could smell the alcoholic beverage on James. When we were trying to get him to identify himself, he wouldn’t answer, or the answers he gave didn’t make any sense. He was in a very drunk state and couldn’t hold a conversation properly. He had very slow and slurred speech and was unable to maintain balance.

The clerk at the time, [WITNESS #1], who was receiving James at the reception counter, told me that James was initially brought in by another man to be checked in. While [WITNESS #1] was asking James for his information, James became strange and started fighting with the guy who initially brought him. She said James had started cussing and pushing the other guy, so he left James there after bringing in all the stuff belonging to James.

[WITNESS #1] said she was still trying to talk to James to get information for the check-in when James started banging his head on the windows and door. She said he was cussing and tried to pick a fight with another customer who had come in to check in for his reservation. While the other customer tried to leave, James followed him outside and started banging his head and kicking the windows and the door again.

Officer Bell placed James under arrest at approximately 0002 hours, handcuffed him in the back, checked for a proper fit, and double-locked. He was placed in the backseat of the patrol vehicle after being searched in person. While James was in the back seat, he started kicking the doors of the patrol vehicle from inside.

He was transported to the Floyd County Jail and booked for the offenses of O.C.G.A. 16-11-39 Disorderly Conduct and O.C.G.A. 16-11-41 Public Drunkenness, along with the warrant service from Paulding County for his arrest.

James was unable to maintain his balance at the Floyd County Jail as well, and he fell several times while being supported by Officer Bell and me on either side to assist him with walking.
