Officer’s Narrative:

On the above date and time, I CPL Doan responded to a report of a vehicle accident turned hit and run.

Prior to my arrival, I was advised that the vehicle was a black BMW and had turned East bound on Alabama highway toward Rome. While en-route to the location of the accident, Rome PD had checked out on scene with the driver and got the proper tag number for the vehicle from the victim who had taken a picture prior to its departure. I continued toward to wreck scene in order to work the wreck and had the vehicle BOLO (be on the look out) placed.

I was then advised by Dispatch that Rome PD had observed the vehicle and they asked what I wished for them to do. I advised them to stop the vehicle and arrest the suspect should they be able to confirm that it was the same vehicle and driver. I then arrived on scene on the initial and gathered the information from the victim [VICTIM #1] who stated that the vehicle was at the stop sign located on Beech Creek Drive and GA 20 West. She then stated that the vehicle reversed and struck her vehicle. The driver then stopped for a moment and then slowly pulled forward and continued onto Alabama Highway. She stated that she though it was moving out of the roadway so she followed however the vehicle then continued inbound toward Rome without any indication of stopping. She stated that it was a very slow impact however, it was obvious to all involved that a strike between vehicle had occurred due to the impact moving the vehicle and sounds of scraping.

I then examined her vehicle and observed that there was a long damage pattern located on the driver side of the vehicle. I then assessed and determined that the vehicle was still drivable, advised Ms. [VICTIM #1] that a report would be made of the incident and left to go meet with Rome PD.

Dispatch advised me that Rome PD’s final stop location was the Harbin Clinic located on 2nd ave across from the levy. This location was 4.5 miles approximately from the incident location with hundreds of areas to pull over at, call 911 to report the accident or stop for the other party to check for injuries/exchange information which further indicated that the suspect had not intentions of stopping after the accident.

I then arrived on scene and observed a black female with red hair standing with Rome PD Officers. I was advised by Officer’s on scene that she had admitted to the accident and being involved in it. Her mother was on scene (BMW registered owner) and advised her to come and speak with me about the incident. I asked her why she had not stopped after the accident to which she stated “I knew we had hit but I didn’t think it was that serious” and “I didn’t know I had to”. I then advised her parents of the incident and turned them over the vehicle due to it still being drivable.

Jara was then transported to Floyd Medical Center for clearance due to her having been involved in a wreck. Once cleared, she was transported to the Floyd County Jail without incident.
