[NARRATIVE #1 On October 15, 2025]

On Wednesday 10/15/2025 I, Ofc Chaves was dispatched to [REDACTED BY AGENCY] in reference to a child possibly sending explicit pictures.

Upon arrival I met with the child, [REDACTED BY AGENCY] and the mother [WITNESS #1]. [REDACTED BY AGENCY] stated her mother told her to contact 911 due to her sending explicit pictures to a boy named Javier. [REDACTED BY AGENCY] stated that her and this boy Javier met at a school event earlier this year when the high school students visited the middle school students. [REDACTED BY AGENCY] is a middle school student and Javier was in high school. [REDACTED BY AGENCY] stated Javier was in high school and attended Rome High school.

[REDACTED BY AGENCY] stated she believed Javier was about 16 years old and stated she does not know his last name. [REDACTED BY AGENCY] stated her and Javier started dating/messaging September 20th of this year. [REDACTED BY AGENCY] stated only days after messaging with Javier he began asking for pictures of her and progressed into asking for more explicit ones of her. [REDACTED BY AGENCY] stated she sent pictures of herself through I message on her I phone (phone #[REDACTED BY AGENCY]) to Javier’s cellular device (phone #[REDACTED BY AGENCY]). Javier’s contact name in [REDACTED BY AGENCY]’s phone is saved as “Liliyana.”

[REDACTED BY AGENCY] stated about 2 weeks ago was the first fully nude photo she sent to Javier and she became uncomfortable after sending the photo, so the second time Javier requested for a nude she stated she messaged him she did not want to. [REDACTED BY AGENCY] stated this aggravated Javier and in response he had threatened her through messages stating: If you do not send me another one I am going to post the ones you’ve already sent to me. [REDACTED BY AGENCY] stated she felt threatened and scared however it was not until October 12 (Sunday) when her mother [WITNESS #1] discovered the message exchanges between her daughter and Javier.

In addition, [REDACTED BY AGENCY] stated October 12th was the last text messages sent between her and Javier. [REDACTED BY AGENCY] stated her mother took her phone away and she was punished for sending explicit pictures and for having a secret boyfriend. [REDACTED BY AGENCY] also stated that her and Javier messaged each other on a app called “Whatsapp” which is an alternative platform for messaging.

[WITNESS #1] stated she believed Javier stays at [REDACTED BY AGENCY] due to a celebration invitation she received from a neighbor. [WITNESS #1] stated she had no clue [REDACTED BY AGENCY] was seeing Javier otherwise they would not have gone to the birthday party. [WITNESS #1] was able to show me a photo of the invitation with the address attached.

[REDACTED BY AGENCY] stated her mother told her to call 911 so a report could be done.

With permission from [WITNESS #1] and [REDACTED BY AGENCY], the phone used to send messages to Javier was seized for evidence and will be submitted into the Rome police department evidence locker room. The password to the phone was also provided and a note with the password will be left with the phone.

I was able to look through some of the pictures sent between Javier and [REDACTED BY AGENCY] on her phone and observed explicit photos and also photos of Javier’s face. A photo of Javier was sent to SRO Bethune who was able to find a school photo of Javier and stated he was a senior in high school and 19 years old.

Javier’s attached address through the school’s record showed an address located on [REDACTED BY AGENCY] which was just across the street from our location. Myself and Ofc Ansari checked the location and made contact with a relative of Javier’s who stated, he no longer lived at this address and confirmed that he stayed at [REDACTED BY AGENCY] with his brother named [REDACTED]. We were also able to walk through this residence and confirm that Javier was not inside with consent.

I then relocated to [REDACTED BY AGENCY] and was unable to make any contact with any resident.

[NARRATIVE #2 On October 16, 2025]

On the date of 10/16/2025, I Officer Valentine and PFC Gravel were dispatch to a call regarding Javier Pascual wanting to meet in person at [800 BLOCK] Maple Ave at 20:11.

Upon arrival, I met with Javier outside the residence and asked what was the reason for the call. He stated that people have been telling him the police were looking for him, and he wants to find out why. Shortly after arriving Lieutenant Burns gave PFC Gravel a phone call regarding Javier Pascual, and stated he is part of an investigation regarding child pornography. We were advised if he had his phone, ask if we can take a look at the contents on his phone.

After PFC Gravel finished his phone call with Lieutenant Burns, I immediately asked Javier if he had his phone and if we can look. Javier gave us his phone and unlocked it for us. PFC Gravel was able to locate explicit photos and videos on the phone. Javier was using text messages, whats app messaging and telegram to access the nude photos and videos.

I asked him if he knew a female named [REDACTED BY AGENCY], and he confirmed he does know her. I asked him how they met, and he stated they met at a quinceanera (traditional latin american celebration for females marking their 15th birthday). I asked if he knew how old the juvenile was and he stated she was either 14 or 15 years old. Shortly after finding the nude photos and explicit videos, we immediately detained Javier and placed him under arrest.

I read Javier his Miranda Rights before we began any questioning. I asked him who were the females in the nude photos and videos, Javier stated those are random girls. I asked how he got the photos and videos, and he said he gets those photos and videos on whats app and telegram; Javier stated he speaks with random women on those platforms and the photos are circulated randomly.

Javier had some nude photos sent to him via text message. We asked him if it was the juvenile [REDACTED BY AGENCY], and he denied ever having nude photos of the juvenile. The photos in question were actually deleted by Javier, but he didn’t delete them properly and we were able to look at the videos and photos. Javier continued to deny those photos were of the juvenile, but we were able to match Javier’s cell phone number [REDACTED BY AGENCY] once we had his phone in our possession. Javier was then transported to Floyd County Jail without any issues.
