On Thursday March 5th, 2026 I, PFC J Taylor was dispatched to 315 Shorter Ave in reference to a hit and run.

Upon arrival I made contact with [VICTIM #1] who advised me that his vehicle had been hit while he was in his dorm. While on scene I observed scratches and red paint transfer on the passenger side front of the vehicle. [VICTIM #1] stated that he was notified by his friend that another student had messaged them about the accident stating that the at fault driver thought that the vehicle belonged to someone else.

While on scene I observed screen shots of a snapchat conversation between the at fault driver, later identified as Jay Sheldon, and [VICTIM #1]’s mutual friend. In these screen shot Jay admits fault for the accident. I sent [VICTIM #1] a community request by his phone and these photos were sent and uploaded to Evidence.com.

Campus Security was on scene with me and during this time [VICTIM #1] provide them with Jay’s phone number to which a call was place by them. I spoke to Jay and during this time he admitted that he struck the vehicle (Light Blue 2006 Honda Civic [REDACTED]) with his vehicle (Red 2010 Toyota Corolla [REDACTED]) as well as the exact location of the damage on [VICTIM #1]’s vehicle. I collected Jay’s information by phone and advised him that he needed to report back to the scene of the accident to speak to me.

[VICTIM #1] advised me that he never moved his vehicle from the spot that it was located during the accident. [VICTIM #1] advised me that he wanted to press charges in reference to the hit and run.

Jay arrived on scene shortly after and during this time I observed the damage on the passenger far front of the vehicle. When ask why he did not report the accident earlier Jay advised that he observed the damage that he had caused but was running late for class and would handle it later. Jay advised that the accident took place at 1100 hrs this morning.

Because of the evidence collected and Jay’s statement I advised him that he was under arrest before placing him in hand cuffs (double locked and checked for size). I then searched his person before placing him in the back seat of my Patrol Unit (177). I then transported and booked Jay in at the Floyd County Sheriff’s Office on the citation of Hit and Run 40-6-270 without incident.

While on scene I observed that I had not activated my BWC nor my DVR. My BWC was activated during the time of Jay’s admission and arrest.
