[NARRATIVE #1 on July 23, 2025]
On 7/23/25 I responded to [30 BLOCK] Wet Oak in reference to a complaint of a neglected and trashy home and yard. Upon arrival, I observed the front yard to contain two large homemade trailers overloaded with trash. I also saw that the front porch and side deck were messy as well. The side deck was unstable, falling apart and contained trash and rubbish.
I was able to make contact with a female, later identified as Jessica Wright. During the conversation, Wright was hostile and argumentative when I asked simple questions as to who all lives at the residence, the mess in the front yard, etc. Wright advised she stays there, but she didn’t make the mess. She said she didn’t even see a problem with all the trash. I advised her that I would be back at a later date to make contact with her father that also lives there.
On 8/18/25 Capt. Bohannon and I responded to a [30 BLOCK] Wet Oak Drive on a follow up. The conditions outside were the same as before. After knocking for some time, Wright finally came to the door, bringing the same attitude and hostility as the previous visit. I advised Wright that I will be issuing her a citation for illegal dumping and asked for her license. Wright refused to produce her license or any other identifying information and she refused. Wright advised I wasn’t going to be writing her anything and then proceeded to slam the door in my face.
Capt. Bohannon and I walked over to an RV parked next to the house to see if there was anyone in there that we could speak with us. After knocking, a 16 yr old female answered the door and was asked to step outside, along with anyone else inside. [REDACTED] (20yrs), [REDACTED BY AGENCY]. The three individuals were released to go back inside. After leaving the residence, I went to the station and typed up a warrant for Obstruction for Jessica Wright. Judge Richardson signed the warrant, same day.
On 8/19/25, Capt. Bohannon and I went to [30 BLOCK] Wet Oak to serve the warrant, but were unable to make contact with Wright.

[NARRATIVE #2 on August 19, 2025]
On the above date and time, I CPL Doan responded to the area of [30 BLOCK] Wet Oak Drive in an attempt to back up Capt. Bohannon due to him having missed a radio check while out with a subject.
Upon arrival, I did not observe Capt. Bohannon’s patrol vehicle and began backing out of the driveway when a resident of the home exited and approached me. I asked her if Capt. Bohannon had already left the property to which she stated that he had earlier (referring to the previous contact he and PFC B. Carrington had made with her). She then advised that “Jessica was sitting inside” and asked if we needed to speak with her. I was not familiar with the situation they had been dealing with and asked if she had warrants for her arrest or anything. She stated that she wasn’t sure about that however just knew that the other Officer’s had wished to speak with her.
I then got on the radio and advised Capt. Bohannon that Jessica was apparently in the residence and if he needed to speak with her to which he stated that they did. He then asked PFC B. Carrington if she had active warrants in hand to which she stated that she did for “Jessica Wright”. I then approached the door and asked if she could come outside.
Jessica then appeared in the doorway and I asked if her name was Jessica Wright. She avoided the question and the original person I had spoken with who lived in the residence advised that it was. Due to the active warrants for Jessica Wright and her avoidance to the question of her identification, I attempted to detain her. Jessica then immediately began clenching her arms to the side of her body to avoid my grip and started to pull away from me.
Due to the active physical resistance, I grab her left arm and pulled her from the doorway and onto the porch. Jessica then turned toward her and attempted to burn me with the cigarette she was holding. I then grabbed her once more and assisted her to the ground. Once on the ground, she bit Capt. Bohannon who was assisting me in the struggle. Due to her attempting to use her mouth as a tool for harm, I stopped her head movement and took the opportunity to gain bodily control by placing my knee on the left side of her back. Once bodily control was obtained, I got her arms into handcuff’s, checked for fit and double locked them. She was then assisted to my patrol vehicle where I continued to monitor her until transport.
After I had the warrant in hand, she was transported to the Floyd County Jail without incident.

[NARRATIVE #3 on August 19, 2025]
On August 19, 2025 at 1425 I was at # [30 BLOCK] Wet Oak in reference to a criminal warrant for the arrest of Jessica Wright. I approached the residence from the rear wooded area due to the facts that the house located at # [30 BLOCK] Wet oak has video surveillance and from past experience the occupants will avoid contact with the police by simply not answering the door. I had been at the residence earlier in the day with Officer B. Carrington in an attempt to serve the warrant and at that time made no contact with the accused.
Due to a radio malfunction I had temporally lost radio contact with other units. Officer Doan had responded to check my status due to radio silence. He was advised that there was a warrant for Jessica Wright and made contact with her at the front door. As I approached Officer Doan was attempting to identify Jessica and she was being evasive with her answers to his questions. Officer Doan eventually Identified Jessica and attempted to take her into custody.
Jessica became very violent and was kicking and thrashing violently resulting in both myself and officer Doan being struck by Jessica’s feet legs and arms. At one point Jessica even attempted to bite my arm and when I moved it away from her mouth she bit my left leg. Officer Doan and myself were able to subdue Jessica placing her on the ground and Officer Doan handcuffed her. I was Physically holding Jesica’s legs to prevent her from kicking us any more.
Jessicia was eventually picked up from the ground it it was visible that she had urinated on herself leaving a puddle on the ground. During this event Jessica was very vocal screaming obscenities at officers. Once Jessica calmed down and began to cooperate the use of physical force was ceased. Following the physical encounter Jessica was placed in Officer Doans patrol unit for transport to the county jail.
