On Tuesday February 10, 2026 at approximately 02:08 hours I, PFC Falcitelli, was dispatched to High St in to meet with a complainant (John Batie) in reference to subjects talking all night and keeping him up.

Upon my arrival I spoke to Mr. Batie near [1800 BLOCK] High St. Mr. Batie advised he believed the male subjects (possibly white or black in racial origin) lived at the property and would harass Mr. Batie all night. Mr. Batie advised that he could hear them talking from his residence ([100 BLOCK] Boundary St, which was uphill and through a thick wood line) and that they were informing that his mother performed copious amounts of oral sex. I informed Mr. Batie that these male subjects could say whatever they wanted within reason and that their statements in themselves was not a crime or an emergency. I stayed in the area and did not hear or see any other subjects in the area.

At approximately 03:32 hours I was dispatched to the intersection of E 17th St and High St to meet with Mr. Batie again, as he now wished to obtain revenge for the slander against his mother and end their life. Upon my arrival Mr. Batie advised he had calmed significantly, but had heard the voices again, stating the same subject matter. I advised Mr. Batie to record the voices if he hears them again, before calling 911. Mr. Batie then left to stay at his residence for the night.

At approximately 03:57 hours I was dispatched to [100 BLOCK] Boundary St to meet with Mr. Batie, as he now had a recording. Upon my arrival Mr. Batie played a recording for me, but advised me I would not hear or see anything on it, which I did not. I also advised Mr. Batie again none of his calls to 911 were an emergency. At approximately 04:11 hours I placed Mr. Batie under arrest, placed handcuffs on his person, and searched him incident to arrest. Mr. Batie was transported to and booked at the Floyd County Jail for 16-11-39.2 Unlawful Conduct During 911 Calls (three counts). The backseat was checked before and after transport.
