[NARRATIVE #1 on October 05, 2025]

On the above date and time dispatch advised of shots fired in the area of E 12th St and E 12th St. Dispatch advised 3 black males were involved, all males were described as wearing black and having backpacks. I traveled down the area of E 12th St toward E 12th St when I observed 4 black males matching the description given, walking near the corner of E 9th St and E 12th St. Upon exiting my patrol vehicle, one male turned and started walking eastbound on E 9th St.

I made contact with 3 of the males, who kept trying to walk away. I asked the males if they had just been involved in any type of shooting or if they were shot at, they all advised no. I recognized 2 of the males as [REDACTED BY AGENCY] and John Fields, the third identified himself as [REDACTED BY AGENCY]. Due to my prior knowledge of [REDACTED BY AGENCY] and John, I knew them to carry firearms on their person and to run from police. I kept my conversation with them casual until other officers arrived to my location.

Upon the arrival of PFC Wilbanks and other Floyd County PD units, we asked the males to turn and face the fence to search them for weapons. [REDACTED BY AGENCY] initially turned around but then immediately fled on foot eastbound on E 9th St and PFC Wilbanks gave chase but lost sight (see supplemental)

As soon as [REDACTED BY AGENCY] took off running, John fled on foot as well, running southbound on E 12th St and into the roadway, where he fell and Floyd County PD was able to apprehend him. [REDACTED BY AGENCY] stayed on scene. I asked [REDACTED BY AGENCY] if he had any weapons on him and he informed me he did. I located a black Walther PPS 9mm in the front pocket of the hoodie he was wearing. [REDACTED BY AGENCY] further advised he had marijuana inside his backpack. [REDACTED BY AGENCY] was the placed into handcuffs, checked for fit and double locked, and placed in the rear of my patrol vehicle.

Upon running the firearm through GCIC/NCIC, it came back as stolen. Serial number AW6331. [REDACTED BY AGENCY] was the transported to RPD for juvenile photographing and fingerprinting. A GSR kit was conducted on [REDACTED BY AGENCY] and placed into evidence. I completed a juvenile warrant for [REDACTED BY AGENCY] Juvenile intake advised they would place a hold on him.

PFC Wilbanks then took custody of [REDACTED BY AGENCY] (see supplemental). [REDACTED BY AGENCY] backpack was given to his mother at [400 BLOCK] Grover St. The firearm, empty magazine, suspected marijuana, and his phone will be all entered into evidence.

[NARRATIVE #2 on October 05, 2025]

On Sunday October 5th 2025 I Pfc Wilbanks (RPD75) was on uniformed patrol in the city of Rome. At approximately 1341 hours, I responded to the area of E 12th St and E 12th St in reference to shots fire. While responding dispatch advised that a group of black male juveniles had fired multiple shots and fled on foot. Once on scene I made contact with Pfc Palmer who was first on scene. I advised that I would check the area for casings. I heard radio traffic from Pfc Carswell that she was out with a black male juveniles on E 12th St and E 9th St. I went to assist her.

Upon my arrival I saw 3 black males standing in the grass by a white picket fence. The 3 males were reaching in their pockets and toward their waist. I told them all to stop. They continued to put their hands down. Pfc Carswell told the subject to turn around and place their hands on the fence. At this time one of the males (John Fields ran from Ofr Smith (FCPD) Ofr Rickette (FCPD).

I turned to run and help the two Floyd County officers. When I did this juvenile [REDACTED BY AGENCY] ran the other direction. I ran after him turning onto E 9th St. I lost sight of him when he turned right from E 9th St onto Maple St. I radioed this to other officers and returned to Pfc Carswell who was still out with the other subject [REDACTED BY AGENCY] There Mr. Fields was brought to me and the 9mm Glock 43x he had with him was turned over to me. Mr. Fields was placed in the back of my patrol car. Pfc Carswell advised that she recognized [REDACTED BY AGENCY] from her prior assignment as an SRO.

I transported Mr. Fields to the Rome Police Station where a gunshot residue kit was completed. Mr. Fields phone was seized. The gunshot residue kit along with the Glock 43x. Two magazines with ammo, and Mr. Fields phone were turned over to Pfc Kent (RPD29) tо bе entered into evidence. I transported Mr. Fields to the Floyd County Jail where he was booked in. After I responded back to the Rome Police Station where I transported Mr. [REDACTED BY AGENCY] to Floyd Hospital for a medical clarence and then to RYDC where he was booked in.

[NARRATIVE #3 on October 05, 2025]

On October 5, 2025, FTO Palmer and I, Officer Kimbrough, responded to a dispatch call regarding a reported shooting in the area of E 12th Street and Cedar Avenue.

While en route to the scene, we observed several vehicles and persons in the parking lot of [100 BLOCK] E 12th Street. We were immediately approached by two females, later identified as [WITNESS #1] and [REDACTED BY AGENCY]. Both individuals stated that their family member, identified as [VICTIM #1], had just been involved in the shooting. [REDACTED BY AGENCY] who identified herself as [VICTIM #1]’s sister, stated she had been on the phone with him at the time of the incident. According to her, she heard about nine gunshots over the phone. During the call, [VICTIM #1] told her he was being shot at and that he was running from “The Big H.”

[WITNESS #1] said [VICTIM #1] was at home located at [1800 BLOCK] Maple Avenue. I responded to the location and made contact with [VICTIM #1] who stated the following in summary: While he and his friend were walking past the “Big H”, a group of 3-4 Black males approached him and asked him if he had a ‘problem’. He told him that he did not have a ‘problem’ and began walking away.

While walking away, he heard multiple gun shots and he ran away. He further said that he did not see who was shooting but recognized two of the individuals that he knows as ‘K5’ and ‘Edo’. He said they were wearing all black and carrying backpacks. He further said the has ‘beef’ with them over something that started several years ago.

[NARRATIVE #4 on October 05, 2025]

On Sunday, October 5th 2025 at approximately 2:03 PM, I, PFC Scott Kent, responded to the area of E 12th St and E 9th St to assist other officers with a shooting call. Upon my arrival, I assisted PFC Wilbanks by searching John Fields incident to arrest. Shortly thereafter, I went to [1000 BLOCK] E 12th St to collect evidence.

While on scene I photographed and collected 8 9mm shells casings. Because the suspects fled toward 9th St on Walnut Ave, I walked toward the intersection of Walnum Ave @ E 11th St to see if there was any more evidence. I located a Blue Ipad in a black case lying face down in the grass close to the intersection. I photographed and collected that as well.

I went back to [1000 BLOCK] E 12th St to speak with [VICTIM #2] who was a witness. [VICTIM #2] stated that she doesn’t know what happened leading up to the shooting, but she heard several shots fired. She then came outside and saw three black males running toward 9th St. After the shooting was over, [VICTIM #2] noticed that her truck had been struck by two bullets. The truck was a white Chevy pickup bearing GA registration [REDACTED]. The truck was struck once in the passenger front door and once in the passenger rear door.

I photographed the damage to the truck. Later, at approximately 3:40 PM, I went to the Rome Police Station where a took possession of all the evidence collected by PFCs Wilbanks and Carswell. I then entered and submitted all evidence to the temporary evidence room at the Rome Police Station. I submitted all photographs to evidence.com under this case number.
