On Tuesday September 16. 2025 I was dispatched to 503 Turner McCall Blvd in reference to a male who was smoking drugs and exposing himself behind the store.

Upon my arrival, I located the suspect, Jon Shepherd, sitting behind the building and between the HVAC unit and a brick wall, which was visible from N 5th Ave. Upon getting closer to Jon, his p*nis was exposed and he was actively mast*rbating. I made my presence known and advised Jon to stop and pull up his pants. I then advised Jon to stand up and place his hands behind his back, advising him he was under arrest. I then placed handcuffs on Jon and checked the fit. In the immediate area Jon was sitting was a glass pipe and red lighter. Jon advised he smoked meth approximately an hour prior.

Officer Kent spoke with employee [WITNESS #1] who stated to have seen Jon smoking meth and mast*rbating.

Jon was then transported to the Floyd County jail for booking procedures

The glass pipe will be entered into evidence for destruction
