On Saturday, 02/15/2025 at 2014 hours I was on patrol at the town green when I was flagged down by [WITNESS #1] regarding a a silver silverado operating at a high rate of speed in the 3rd Ave parking deck. Mr [WITNESS #1] stated the security for the parking deck was out with subjects on the top level of the parking deck.
When I arrived I saw a Hispanic male later identified as Jose Maldanodo-Santiago giving the security officer a hard time. I interjected and I asked Mr Santiago for his license and he said I needed to give him the reason as to why I asked for his license and he knew the constitution because he was a naval police officer. I again asked for his license and he stated what was my reason. I could smell an odor of an alcoholic beverage coming from Mr Santiago’s breath and person while I was speaking with him. Mr Santiago pulled his wallet out and handed me his military id card. I again asked Mr Santiago for his license and he became more and more belligerent while I was trying to deal with him. I placed Mr Santiago under arrest and transported him to the Floyd County Jail where he was booked in for disorderly conduct.
