Officer’s Narrative:

On 01/03/26 at 23:37hrs, I Officer Roden and Officer Valentine responded to a call for service at Redmond Hospital regarding an assault that took place on 1/1/2026.

Upon arrival, we met with [WITNESS #1] and [REDACTED BY AGENCY]. [REDACTED BY AGENCY] was being medically checkout by the staff. I spoke with [WITNESS #1] separately. Her testimony corroborated that of [REDACTED BY AGENCY].

Once [REDACTED BY AGENCY] came back from getting X-rays; she explained in detail what happened the morning of 1/1/2026. She stated that a male she has been dating on and off, Joshua Bishop was at her residence of [REDACTED BY AGENCY] to celebrate New Year’s Eve. When the clock struck midnight, the neighborhood began setting off fireworks; this triggered Mr. Bishops PTSD due to him being prior military. Mr. Bishop told [REDACTED BY AGENCY] that he needed to go inside due to the fireworks.

The two went back into the residence and she stated at some point, Mr. Bishop retrieved her cell phone and observed messages both read and unread from other males. She stated this made Mr. Bishop very angry and he began asking about the messages. She explained that she never responded to those messages and reminded Mr. Bishop they were not a exclusive and she was allowed to have other options. [REDACTED BY AGENCY] then stated Mr. Bishop told her “you are f*cking me”. She denied his advances and told him she was not in the mood to have sex, due to the argument that took place a few minutes prior.

[REDACTED BY AGENCY] was advised of this. [REDACTED BY AGENCY] was also advised of TPO procedures and how to obtain one.

[REDACTED BY AGENCY] This was the end of the altercation.

Later in the day of 1/1/26, Mr. Bishop intentionally confined [REDACTED BY AGENCY] to her home. He would follow her around the home and into every room and refused to let her leave the residence. [REDACTED BY AGENCY] felt in danger and fear for her life. One of [REDACTED BY AGENCY] neighbors began ringing her door bell and knocking on the door to check on her, Mr. Bishop refused to allow her to open the door and became visibly angry and asked who the neighbor was in a jealous fashion.

[REDACTED BY AGENCY] stated they had intercourse again that day but it, too was not consensual. [REDACTED BY AGENCY] finally worked up the courage to demand Mr. Bishop to leave the residence. He stated that if she wanted him to leave, she would have to drive him to his sister house. [REDACTED BY AGENCY] complied with his demands by dropping Mr. Bishop off at [REDACTED BY AGENCY]. This is the address of [REDACTED], Joshua Bishops sister.

I was able to locate the address of [REDACTED BY AGENCY] and observed Ms. [REDACTED] standing on the front porch. I asked where Joshua was and she stated he was inside the residence. Joshua came outside and he sat down on the porch, and agreed to speak with us. I asked him if he knew why we were there and he said “no”. I then asked what took place on New Year’s Eve, and he immediately brought up the sex with [REDACTED BY AGENCY].

Mr. Bishop showed several signs of deception such as extended pauses, and wiping his hands as if they were sweaty. This lead me to believe that there were holes in Mr. Bishops story. Due to the amount of his testimony that was similar to that of [REDACTED BY AGENCY] probable cause was established for Mr. Bishop’s arrest. He was placed in handcuffs and double locked, searched incident to arrest and placed into my patrol vehicle.

Due to incident having occurred two days prior then it was reported, I completed an arrest warrant for Mr. Bishops arrest. When attempting to contact on call judge, it was realized that there was not yet a calender for on call judges for 2026. I then attempted to contact the chief magistrate court judge, Gene Richardson by telephone to see who was on call. I was not able to make contact with him. Due to these circumstances a fact sheet was completed at the Floyd County Jail including all charges.
