On september 25th, 2025, at approximately 8:17PM, I, OFC T.Zenga#57, was dispatched to Watson St for the caller following a man that was suspected of shooting his dog.

Upon arrival, I asked the complainant why he was following the individual. The complainant, [WITNESS #1], stated that he had video footage of the man shooting his dog. I stated for [WITNESS #1] to go back to his residence and wait for me there so that I could catch up to the subject.

I was able to catch up to the subject, later identified as Joshua Magnussen, who stated he has had issues with people following him and attacking him for weeks on end. Joshua had no idea why the other man was following him at this time. I asked Joshua if he had any firearms of any kind and he stated no. After gathering his information, PFC W. Ballard #66 stood by with Joshua while I went and looked at the video footage.

Upon arrival to [100 BLOCK] Watson St, [WITNESS #1] had prepared video footage that was captured by his camera attached to his home. The video shows a white male, wearing the exact same clothing as Joshua, along with the cane that Joshua also had, walk toward [WITNESS #1]’s yard and stood across the street. It shows the male walk across the street and approach a very small dog and pull out what looked like a pistol, but based off the injuries it was most likely a air-soft or BB gun of some kind, and shot the dog. The dog sustained minor injuries and just has a limp at this time.

At this time, I asked PFC Ballard to place him in handcuffs until I arrive back to his location. Joshua was placed in handcuffs, which were double-locked and checked for fit. I arrived and explained to him he was under arrest at this time for cruelty to animals and placed him in the backseat of my marked patrol vehicle. Joshua was then transported to Floyd County Jail where he was booked.

Joshua was charged with OCGA 16-12-4 Cruelty to animals.

Video evidence was submitted into AXON.
