[NARRATIVE #1 on March 18, 2026]

On March 18, 2026, at approximately 2202 hours, Officer Ansari and I, Officer Bell, was dispatched to [20 BLOCK] Berkshire Dr NE in reference to a domestic dispute.

Upon arrival, I observed a vehicle parked in front of the residence occupied by three individuals later identified as [VICTIM #1], a resident of the location, [VICTIM #2], the driver, and [VICTIM #3], the rear passenger.

[VICTIM #1] advised that there had been an ongoing issue between his mother, Kellie Smith-Blalock, and his stepfather, [WITNESS #1]. [VICTIM #1] stated that [WITNESS #1] had been getting violent, breaking things inside the residence, and striking Kellie. [VICTIM #1] further advised that he did not feel safe with [WITNESS #1] around and that his mother was too scared to leave the situation.

Contact was then made at the residence by another officer. [WITNESS #2], the older brother of [VICTIM #1], advised that his mother was in the back of the residence and instructed us to follow him. Contact was made with Kellie Smith-Blalock. Kellie advised that she did not give permission as the homeowner for us to enter the residence and that we needed to exit immediately. I then spoke with Kellie at the entrance of the residence.

Kellie advised that nothing had occurred prior to our arrival and became increasingly agitated with [WITNESS #2] after he remarked that things were not fine. Kellie stated that [WITNESS #2] was upset because he was “judgmental and putting his nose where it does not belong.”

Kellie further stated that she had been crying and screaming and that it upset [VICTIM #1], but “that is not against the law.” Kellie then stated that “his brother has three seconds to get his a*s into the house or there will be problems.” Kellie also stated, “he did not put his hand on me, I did not put my hand on him, and I’m about to lose my temper,” while advising [WITNESS #2] that she had told him to go get his brother.

[WITNESS #2] advised Kellie that [VICTIM #1] would not be going back into the house while [WITNESS #1] was present. Kellie then pointed at [WITNESS #2] and stated, “you are about to get f*cked up,” before asking where his brother was.

Kellie then walked toward the vehicle occupied by [VICTIM #1]. I advised the occupants of the vehicle that if they were not staying at the residence they needed to leave the area. Kellie told [VICTIM #1] to get out of the vehicle immediately and go inside the house. [VICTIM #1] advised that he would not be going back into the residence. It was then stated that [VICTIM #1] was 18 years of age. I advised Kellie that if [VICTIM #1] did not want to stay at the residence, he was old enough to make his own decisions and had the right to leave.

Officer Ansari and I remained in the roadway due to Kellie standing at the vehicle window and continuing to tell [VICTIM #1] to get out of the vehicle. We observed Kellie and the occupants of the vehicle arguing in the roadway. Kellie remained at the driver’s side window attempting to get [VICTIM #1] out of the vehicle. As we approached to advise Kellie to return to the residence, Kellie stated, “if you don’t get out of this car there is going to be a problem.”

Kellie was advised multiple times by Officer Ansari and myself to return to her residence as she continued to become louder and more agitated. Kellie began to walk away but then reengaged with the occupants of the vehicle. Kellie was again advised to return to the residence. Kellie then stated that she was on her property and that she did not have to go away.

Due to Kellie continuing to argue in the roadway and refusing multiple lawful commands to return to the residence, Kellie was placed under arrest for Disorderly Conduct. Kellie was placed in handcuffs. The handcuffs were double locked and checked for proper fit before she was placed in the back seat of the patrol vehicle. Kellie was then transported to the Floyd County Jail.

While en route to the jail, Kellie repeatedly stated that Officer Ansari and I had told her to stop resisting arrest and that this was the only reason she had been arrested. I advised Kellie that she was under arrest for Disorderly Conduct and that neither myself nor Officer Ansari had told her to stop resisting arrest.

[NARRATIVE #2 on March 18, 2026]

On Wednesday, March 18, 2026, at approximately 2202 hours, Officer Bell and I, Officer Ansari, were dispatched to a domestic call at [20 BLOCK] Berkshire Dr, Rome, GA 30161.

Upon arrival, I contacted the complainant, [WITNESS #2], who told me that his parents, [WITNESS #1] and Kellie Smith-Blalock, were involved in an argument earlier and was scared. He asked me to come inside the house and check on his parents. As I was going to the bedroom, he pointed. Kellie came out of the room and asked me to leave her property, saying I was not invited.

I started walking out of the house because of a past interaction with her, when she didn’t like me. I was out of the house, ready to leave, when Kellie started being loud and angry toward [WITNESS #2]. She walked outside the house, angry and being loud, to walk to the vehicle her younger son, [VICTIM #1], was in. She was starting to threaten him, saying that if he didn’t come inside the house, there was gonna be a problem. She was advised that [VICTIM #1] was an adult and could make his own decisions, and she couldn’t force him.

[VICTIM #1] had told Officer Bell that he did not feel safe inside the house while his parents were arguing. He also told me later that he was scared because of a past incident where things had turned into a physical fight, and his dad had beaten him up.

Kellie started getting louder and angrier with him, and she was so loud that I saw a neighbor across the street walk out, turn on the lights, and figure out what was going on. All of a sudden, I heard Kellie starting to abuse the driver, [VICTIM #2], and passenger, [VICTIM #3], of the vehicle, provoking them, which would incite an immediate breach of the peace. She was also not letting [VICTIM #2] drive off in his car, being actively at the driver’s window, yelling at [VICTIM #1] and [VICTIM #2].

At this point, I went back to Kellie to tell her to go back inside the house, as she was disturbing the public peace. I warned her multiple times, but she would not listen to us. I reached to place her in handcuffs when she tried to get away from me by swinging her hand away, so I reached back and grabbed her hands again so Officer Bell could put the cuffs on her. She was arrested at approximately 2221 hours, handcuffed in the back, checked for a proper fit, and double-locked.

She was escorted to Officer Bell’s patrol vehicle and placed in the backseat.
