[NARRATIVE #1 on May 23, 2026]
On the listed date and approximate time, I (Pfc Sontay) was patrolling in the area of SR 1 (Cedartown Hwy) near Sanders Drive in my Floyd County marked patrol vehicle, when I observed a gray passenger car, later identified as a 2020 Hyundai Palasade bearing Georgia tag number [REDACTED] and later identified as being driven by the offender, Kyle James Lee Harris. The vehicle was being driven in a manner which led me to believe that the driver may be under the influence of an intoxicating substance (alcohol). I observed the vehicle fail to maintain its lane while traveling southbound on SR 1.
Upon observing the vehicle swerve I activated my lights and sirens, the vehicle did not appear to come to a stop so I notified dispatch that I was trying stop the vehicle. The vehicle continued South bound on SR1 and turned onto SR53 and slowed down. Kyle turned south onto the back parking lot of the Circle K failing to yield to oncoming traffic. Kyle continued toward the back of Hardees and I notified dispatch I was in a vehicle pursuit.
Kyle drove to the Circle K parking lot and almost struck two more vehicles trying to leave the parking lot. Kyle drove over a curve to leave the parking lot, returning on SR 53 and ran the red light on SR 53 at SR1 heading North bound on SR1. Kyle sped up in a reckless manner swerving multiple times, almost hitting two more vehicles and traveled onto the center turn lane before returning back onto the north bound lanes on SR1 near Foster Ave. Kyle struck the back of another vehicle that was traveling on the Northbound lanes. Upon impact Kyle’s vehicle traveled East and the victim, [VICTIM #1]’s vehicle traveled West. Kyle’s vehicle came to rest SR 1 South of Eden Valley.
I ran toward the direction that Kyle’s vehicle traveled and saw a lot of smoke. I could not see through the driver side door due to the airbags being deployed but I gave verbal commands to see if anyone was inside the vehicle with my duty weapon exhibited due to me not knowing whether or not Kyle was armed with a weapon. I did not hear a response so I went around the vehicle and opened the passenger side door.
I gave Kyle verbal commands to see his hands and asked him if he had any weapons. Kyle complied and advised he did not have any weapons on him. I put my duty weapon away and got Kyle out of the vehicle, Kyle had a slow reaction as he was getting out his vehicle so I got a hold of him and placed hands behind his back as he was guided to the ground.
A GSP officer arrived on scene as I placed Kyle into handcuffs. I advised dispatch the location of where the other vehicle traveled as other units arrived to locate [VICTIM #1]’s vehicle. I walked Kyle back to my patrol vehicle as he stumbled. Kyle advised there was no one else in his vehicle. Kyle was read miranda. I asked Kyle if he had drank and he advised he had drank a few shots around 8 or 9pm. I asked Kyle if he saw when I was trying to stop him and he advised no. I asked Kyle where he was coming from and he advised he was coming from Rome, Ga and repeated it again. When I asked Kyle where he was heading to, he advised he was heading toward Rome, Ga. Kyle appeared drowsy while I spoke to him.
I searched Kyle’s vehicle to find a form of identification and found his wallet on the bottom dashboard of the driver side. While searching Kyles vehicle I found two open empty jack Daniels whiskey bottles that were on the passenger side of the dashboard and his phone on the passenger seat. I was notified that the GSP officer who was on scene would work the accident report. Kyle was placed in the back seat of my patrol vehicle. I asked Kyle if he wanted to keep his wallet and phone with him since his parents arrived on scene and were asking if they could keep it. Kyle agreed to let his parents keep his phone and wallet and were turned over to them on scene.
Kyle was asked if he willing to conduct field sobriety evaluations and he agreed. Kyle was removed from the backseat of my patrol vehicle and unhand-cuffed to conduct the evaluations. Officer Henry gave Kyle instruction on conducting walk and turn and asked Kyle if he understood the instructions. Kyle advised he did and began, Kyle missed heel-to-toe, stepped off line, and stopped while walking. Kyle was asked if he wanted to conduct another evaluation and he advised “I lost” and repeated it several times and advised he was under the influence. Kyle was read Implied consent for blood and agreed.
Kyle was taken to Floyd hospital to be medically cleared. While at the hospital, hospital staff advised Kyle had a fracture on his lower back and needed more testing. Kyle was released in the custody of Floyd Hospital. Kyle and [VICTIM #1]’s vehicle were towed by the on call tow truck. I was advised [VICTIM #1], sustained a collapsed lung and other smaller injuries to his arm and body.

[NARRATIVE #2 on May 24, 2026]
On the date and time above I (PFC Sontay) arrived at 1203 Cave Spring Rd to serve a warrant for Kyle James Lee Harris. Kyle walked up at 1203 Cave Spring Rd and was placed into handcuffs and under arrest. I advised dispatch I had a warrant in hand and verified Kyle’s name, date of birth, address, and social security number.
Kyle was searched and placed into the backseat of my patrol vehicle. Kyle was transported to the Floyd County Jail where he was turned over to jail staff.
