[NARRATIVE #1 on December 03, 2025]

On 3 December 2025 at 11:20 PM, I, PFC Bigelow and OFC Rodriguez were dispatched to [REDACTED BY AGENCY] in reference to a male subject hitting a female subject in the head with a gun. The female subject was reportedly bleeding from the head, and the male subject was reportedly still at the scene, standing in the yard. The male was described as being half White/half Hispanic, and wearing a sweatshirt.

I arrived on scene at 11:25 PM and found the described subject standing in the driveway of [REDACTED BY AGENCY]. He did not have any weapons in his hands, and he was immediately detained in handcuffs and patted down for weapons. He stated that he left the gun on a bench further up the driveway. While he was placed in the back seat of OFC Rodriguez’s patrol vehicle, I located the firearm on a bench at the top of the driveway. The firearm (a Glock 17 9mm, S/N BERP116) had the slide locked to the rear and the magazine had been removed. I asked dispatch to run the serial number and secured the firearm in PFC Rodriguez’s patrol vehicle while I went to speak with the victim.

I met with the victim, [VICTIM #1]. She stated that the male subject, now known as Luis Estrada is her boyfriend, with whom she lived for 3 years. She and Luis were in her room and were having a verbal argument and she asked him to leave. Luis had a gun with him, which was on a table in her room. [VICTIM #1] stated that Luis frequently threatens to use the gun on himself when they are arguing, so she tried to secure the gun in order to keep him from using it on himself.

Before she could get to the firearm, Luis grabbed the firearm and hit her on the top of the head with it. They briefly wrestled until [VICTIM #1] was able to go unlock her door, which her parents were knocking on. I observed a visible gash on the top of [VICTIM #1]’s head which was bleeding. Additionally, I observed what appeared to be signs of a struggle in [VICTIM #1]’s bedroom; a chair was laying on its side, a sewing machine had been knocked over, and there was blood on the floor and table. Pictures of the wound and [VICTIM #1]’s room were submitted into Axon Evidence.

I spoke with [VICTIM #1]’s parents, [WITNESS #1] and [WITNESS #2]. They stated that they heard an argument coming from [VICTIM #1]’s bedroom and what sounded like the walls being hit. They went to [VICTIM #1]’s room and attempted to open the door, but it was locked. At some point, [VICTIM #1] was able to open the door, and they both saw Luis standing in [VICTIM #1]’s room, holding a firearm in his hand. Luis then attempted to leave, but Mr. [WITNESS #1] told him to stay and speak to the police.

Mrs. [WITNESS #2] stated that there have been multiple incidents in the past where Luis has become physically violent toward [VICTIM #1], to the point where [VICTIM #1] had visible bruises and marks on her, but these incidents were never reported to 911. I advised both [VICTIM #1] and her parents on the TPO process.

At this point, I transfered Luis to the back seat of my patrol vehicle and transported him to Floyd County Jail, where he was booked without incident. Prior to leaving, I asked OFC Rodriguez if Luis had said anything; she stated that she had read him his Miranda warning, and Luis refused to speak to her. Luis had blood on his shirt; photos submitted into Axon Evidence.

The firearm, a Glock 17 9mm, S/N BERP116, along with 1 magazine and 17 rounds of 9mm were placed in the Evidence locker.

On December 3, 2025, While placing Luis Estrada in the back of my patrol car until the investigation was over I attempted to speak with luis about the incident that occurred. I read Luis Miranda rights and he refused to speak.
