On September 25, 2025, PFC Boyd and I were dispatched to the area of Maple Ave at E 20 th to in reference to a male walking in the middle of the roadway.

Upon arriving we tried to speak with the male, and he started to walk away we attempted to get him to stop. I then attempted to grab him, and he started to pull away, but we were able to gain control and place him in cuffs to detain him while we gather information. The male would not give us any information he was just saying random things, he appeared to be under the influence of something. PFC Ballard then arrived and asked the male to take a breath test because he advised that he had been drinking. The male blew a 0.00. We then again asked the male where he lived, and he gave us the address of [800 BLOCK] Maple Ave and we were able to identify him as Maico Pascuel.

We then went to the address and spoke with his mother. She advised that he has mental issues and that he just walked out of the house. We asked if she wanted him back home or he was going to be arrested, and she advised she did want him home, but he will attempt to leave again. After taking off Maico’s cuffs he walked inside and went through a door leading back outside. Maico was yelling and trying to walk back into the street. We then placed Maico into handcuffs, double locked them and placed him in the back of the patrol car.

We then transported Maico to the Floyd County Jail, and he was booked on a traffic citation of pedestrian in the roadway and on a city citation (04811) for disorderly conduct.
