[NARRATIVE #1 on June 21, 2025]

On Saturday 6/21/2025 I, Ofc Chaves was dispatched to 205 Riverside Pkwy (Library) in reference to a kitten that was tied up to a bike and was hanging from it unable to breathe.

Upon arrival I met with the complainant [WITNESS #1]. [WITNESS #1] stated he observed a kitten tied with some kind of rope around its neck and noticed the kitten was unable to breath freely. [WITNESS #1] stated he ran inside the library and told employees: [WITNESS #2] and [WITNESS #3] of the incident. [WITNESS #1] stated [WITNESS #2] was able to grab a pair of scissors and cut the rope around the kittens neck to free it. [WITNESS #1] stated they were able to secure the kitten and get it water. [WITNESS #1] stated the kitten drank a good amount of water and was now able to breathe properly. [WITNESS #1] stated he believed if he did not see the kitten when he did that it would have died. [WITNESS #1] stated the subject on the bike was still inside the library somewhere.

[WITNESS #3] a security officer for the library located the subject inside a cubicle. The subject was identified as Mike Wilson. I then spoke to Mike who stated he was aware his kitten was tied up. Mike stated he came into possession of the kitten a few weeks ago from a “friend” and did not wish to go into further details about how he got the kitten. Mike stated he tied the kitten under the arms and around the neck with a “harness” and it would be impossible for the kitten to suffocate.

I observed the rope used to tie the kitten was not a harness at all. I then advised Mike that there were 3 witnesses stating otherwise and that it was over 90 degrees outside and the kitten had no water or food and was also being covered with a plastic cover that would make it even more difficult for air flow, which could cause the kitten to overheat and/or stop breathing.

Mike then stated that the kitten did in fact have food and displayed an empty cardboard box.

[WITNESS #2], an employee of the library advised that there was a camera that possibly captured the bicycle and kitten incident, however he was unable to show me the footage due to the tech team not working that day. [WITNESS #2] stated they lived out of town and that they would be back on Monday to retrieve any footage that may show the incident. I advised [WITNESS #2] to call back with the report number if he was able to get any video.

I then contacted animal control and advised them of the situation. While animal control was in route Ofc. Roden arrived on scene to assist. Due to the corroborating witness statements and the totality of circumstances I placed Mike Wilson in handcuffs, checked for fit and double locked. I advised Mr. Wilson that he was being placed under arrest for animal cruelty for causing physical harm to the kitten and rendering the kitten useless as it was unable to breath/ help itself. I then searched incident to arrest Mr. Wilson and placed him in the rear seat of my patrol vehicle.

While on scene Ofc Roden advised he would take care of Mr. Wilson’s belongings. Mr. Wilson had a bicycle along with many other things stacked on top of the bicycle and I was unable to transport all of it to the Floyd county jail.

I then transported Mr. Wilson to the Floyd county jail and during the transport he requested for a supervisor. I then advised Sgt. Rast and he stated he would meet me at the jail. Mr. Wilson was then booked without further incident. Backseat was cleared before and after.

I then went back to 205 Riverside Pkwy to assist with Mr. Wilson’s belongings. We were able to bag the items stacked on top of the bicycle (4 large garbage bags total) and transport all of Mr. Wilson’s belongings to the Floyd county police department (5 Government Plaza). I then spoke with [WITNESS #3] again and gave him a copy of the report number. [WITNESS #3] stated the kitten had an indent on its neck from where the rope was tied around.

Animal control took custody of the kitten. (See supplemental report for further).

[NARRATIVE #2 on June 21, 2025]

On June 21, 2025 I Pfc Roden assisted Officer Chaves with the arrest of Mr. Mike Wilson. I got witness information and collected all of Mr. Wilson’s belongings. I also sat with the cat until animal control retrieved it.

Mr. Wilson’s belongings, along with his bicycle, were bagged up and deposited into the evidence cage at 5 Government Plaza.
