[NARRATIVE #1 on August 26, 2024]

On August 26, 2024 at approximately 1109 hours, I (Ofc Blankenship) was dispatched to 1447 Turner McCall Blvd (XFINITY) in reference to a fight between a customer and an employee with the customer reportedly throwing a chair at the [EMPLOYEE]/complainant. While en route, dispatch advised that the customer, later identified as Monica Lea Hopkins, had left the store in a gray Subaru Forrester with blue out of state plates. I observed a vehicle matching that description passing me westbound on Turner McCall near to W. 1st St and turning right onto Reservoir Street.

I activated my emergency lights and siren and got behind the vehicle to initiate a traffic stop. The vehicle pulled into the civic/welcome center at 400 Reservoir St. I made contact with the driver, Monica, who asked me what I had pulled her over for. I asked her what had happened at Xfinity and she said that she had been trying to pay the bill and that “she was just rude”. I had her step out of the vehicle, a 2019 gray Subaru Forrester bearing Tennessee registration [REDACTED].

I asked her further about what happened and Monica told me that she has been trying to cancel her mother’s account with Xfinity for a while now and has grown frustrated with being told to go to Publix to cancel and pay out. She went to the Xfinity store at the above address to try and cancel it and pay the fees but the employee there, a [VICTIM #1], told her that they couldn’t accept payment at that location.

Monica advised that she became frustrated with [VICTIM #1] to the point that she kicked a chair across the room. When I asked her about the chair she alternated between saying that she “tossed” and “touched” the chair and that the chair just “went skittering across the floor.”

Monica advised that she didn’t intend to hurt anyone at the store, just that she was upset with the whole situation and that she had tossed the chair.

PFC Turrentine was able to make contact with the complainant, witnesses, and see store video of the incident showing Monica throwing the metal folding chair in the direction of [VICTIM #1] and then getting in her face and yelling and cursing. See supplemental narrative for further.

I placed Monica in handcuffs, fit and double locked, and placed her under arrest and into the back of my patrol vehicle. I searched her incident to arrest and her vehicle was left locked in a parking spot per her request. I then transported her to the Floyd County Jail and booked her on the charges of Disorderly Conduct and Simple Assault.

The back of my patrol vehicle was checked before and after transport.

[NARRATIVE #2 on August 26, 2024]

On 08-26-24 at approximately 1106 hours I was dispatched to 1447 Turner McCall Blvd (Xfinity) in reference to a fight call. Dispatch advised that a an older white female threw a chair at an employee and then left the scene in a blue Subaru bearing Tennessee license plate [REDACTED].

PFC Blankenship located the vehicle and was able to perform a traffic stop on it at the Civic Center while I went to Xfinity. Upon arrival, I made contact with the complainant, [VICTIM #1]. She advised that the offender, later identified as Monica Hopkins, came in upset about her bill. She advised that Ms. Hopkins was irate and was cursing at a sales rep so she stepped in. She advised that Ms. Hopkins was sitting in a folding metal chair while yelling at her. Ms. [VICTIM #1] advised that she told Ms. Hopkins that she would need to contact Xfinity billing and that she could not help her. She advised that Ms. Hopkins then stood up and threw the metal folding chair at her. She advised that she then got in her face while pointing her finger at her.

I then spoke to the witnesses [WITNESS #1] and [WITNESS #2]. They advised that Ms. Hopkins came into the store complaining about her bill. She advised that she was irate and yelling curse words at the employees. She advised that Ms. [VICTIM #1] attempted to talk to her but Ms. Hopkins began yelling and cursing at her. She advised that once Ms. [VICTIM #1] told Ms. Hopkins that she would have to contact billing and take care of it with them, Ms. Hopkins threw the chair at Ms. [VICTIM #1] and approached her while wagging her finger at her.

I then watched the security footage of the incident. I observed Ms. Hopkins sitting in the metal folding chair and Ms. [VICTIM #1] around 8 feet from her. I observed that Ms. Hopkins appeared upset while the conversation was going on. I observed Ms. Hopkins then stand up, grab the metal folding chair by the seat and toss it in the direction of Ms. [VICTIM #1]. I then observed Ms. Hopkins approach Ms. [VICTIM #1] in a threatening manner while pointing and wagging her finger at her. Mr. [REDACTED] was sent a link to upload the video to evidence.com.

After advising PFC Blankenship of all of the information, he placed Ms. Hopkins under arrest (see his supplemental narrative for more information).
