Officer’s Narrative:

On January 17, 2026 at approximately 1448 hours, Officer Gravell and I were dispatched to a fight call located at 14 Chateau Dr, Rome, GA 30161.
Upon arrival, I made contact with the store clerk, [VICTIM #1], who was standing outside and told me that a man, later identified as Oran Williams, had been urinating by the side of the store facing the nursing home parking lot next door. [VICTIM #1] then states that Williams had been drinking various alcoholic beverages consisting of beer and vodka for hours outside of the store. He then states that Williams had stolen a bottle of vodka from another patron and there may have been a deal for payment between them that was not honored.
The patron had already left the scene and I was unable to identify or locate at this time. [VICTIM #1] goes on to state that after Williams had been asked to leave, Williams became angry and struck [VICTIM #1] in his throat/sternum area with an open hand. [VICTIM #1] then states that he did not suffer an injury but went inside the store in fear for his own safety from Williams. Williams then got into his vehicle and left the scene.
Upon review of the security footage, I could see Williams at the side of the building standing upright, with his feet separated, with his hands down around his genitals, and making an adjustment to the zipper area of his pants. A search of the area showed the ground where he was standing was still wet.
Williams was then seen taking a large clear bottle that [VICTIM #1] stated was vodka away from an older gentleman in the parking lot. Officer Gravell watched the video and could see Williams open the vodka bottle and drink from it. Williams can then be seen staggering toward [VICTIM #1] as well as another store clerk and strike [VICTIM #1] around his throat/sternum. The video then shows Williams enter his vehicle and leave the scene.
Officer Gravell was able to run the license plate of Williams’ vehicle that was visible from the security footage and locate the registered address of the vehicle. A records check of the vehicle owner, showed a significant other by the name of Oran Williams. The state ID card photo matched Williams from the security video. The records check also revealed that Williams has a denied driver’s license.
Upon arrival to the address of [90 BLOCK] Dodd Blvd, Rome GA at approximately 1532 hours, Williams’ vehicle was found with the driver window down and an open container of Mike’s Hard Lemonade in the center console. I then knocked on the front door which was answered by Williams’ stepson [WITNESS #1]. Officer Gravell asked [WITNESS #1] if Williams was inside to which [WITNESS #1] replied, “yes, he’s on the couch and he’s drunk.” [WITNESS #1] stated that Williams took his car and just got home with it. Officer Gravell then asked [WITNESS #1] if we could come in to speak with Williams. [WITNESS #1] then lead us into the residence where we found Williams. Officer Gravell knows [WITNESS #1] and that he is an adult.
Upon entering the residence, Williams was seen half asleep with the zipper to his pants unzipped. Williams stated that there wasn’t any issue at the store but after being notified that there was video evidence of an incident at the store he placed both of his hands in front of him as if to surrender himself to be placed under arrest. Williams then stated, “go on with it.” When Williams stood up, Officer Gravell asked him to face him so I could place him in handcuffs. As he turned his back to me he leaned back so far that I had to put my hands on his back to prevent him from falling. Williams was then handcuffed to the rear, checked for tightness, and double locked.
Williams had a strong odor of alcohol coming from his breath, bloodshot watery eyes, slurred speech, and had difficulty standing and walking. Williams was so intoxicated he had to be helped to the patrol vehicle were he was searched and placed in the rear passenger seat. While searching Williams at the hood of my patrol car, he had difficulty standing and continually leaned against the vehicle for support. Multiple times during the search I had to ask Williams to stand upright for me to complete my search incident to arrest.
Officer Gravell then spoke with the owner of the vehicle, [REDACTED], who gave Officer Gravell and I consent to search the vehicle. [REDACTED] then stated that she was having problems with Williams behaving this way for a little while and that he is on probation for Battery on her recently.
Upon searching the vehicle, the can of Mike’s Hard Lemonade was recovered, half full and still cold to the touch. The remainder of the alcoholic beverage was poured out on camera. No other items were found in the vehicle.
Williams was then transported and booked at the Floyd County Jail. Upon arrival to the jail, I again assisted Williams to the booking counter as he was still unsteady on his feet. After Williams was placed into a holding cell I read Williams his Miranda Rights prior to asking if he would consent to a field sobriety test at which point Williams declined to speak with me.
Per the request of [VICTIM #1], Williams is banned from returning the the Lucky Lotto Marathon gas station located at 14 Chateau Dr, Rome, GA 30161. I returned to the jail the next day on January 18, 2026 and informed Williams that he has been banned from the location and he stated that he understood. Jail staff then informed me that Williams had no recollection of how he got to the jail.
