[NARRATIVE #1 on June 01, 2026]

On 6/1/2026 at 0959 hours, I (Officer Calcutt) responded to the area of [800 BLOCK] Donahoo Road in reference to multiple 911 calls about a shirtless white male threatening the Floyd County Water Department work crew who was working in the area.

Upon my arrival, I spoke with Floyd County Water employees [VICTIM #1] and [VICTIM #2]. [VICTIM #1] advised a shirtless, shoe-less male had come from the nearby woods and began threatening the crew while with were installing a water meter in the area of [800 BLOCK] Donahoo Road. [VICTIM #1] advised that the male was stating that he was going to “beat the workers a*ses” and was yelling profanities at the crew.

[VICTIM #2] stated that the shirtless male singled him out and threatened to kill him. [VICTIM #2] stated that the male approached on the roadway and chased [VICTIM #2] for a short time. [VICTIM #1] and [VICTIM #2] (with the whole crew agreeing) advised the male appeared to be under the influence of drugs.

I spoke to the homeowner from [800 BLOCK] Donahoo Road, [VICTIM #3]. [VICTIM #3] advised he was the original complainant and witnessed the entire ordeal. [VICTIM #3] advised the male male lived nearby at [700 BLOCK] Donahoo Road. [VICTIM #3] also gave a detailed description of the male. [VICTIM #3] stated that the male had been behaving similarly yesterday from his front yard ([VICTIM #3] observed the male throwing rocks at a road sign and yelling in his yard).

[VICTIM #3], [VICTIM #1], [VICTIM #2], and the entire Floyd County Water crew advised the male had put them in fear for their safety and was acting violent. All parties that I spoke to were unsure why the male had been acting this way toward them.

Ofc. Smith and I relocated to [700 BLOCK] Donahoo Road to locate the suspect. As we exited our patrol vehicles, the suspect (later identified as Paul Osborne) began pulling up his pants and moving quickly toward us. Paul was yelling loudly and was cursing while he approached us. I observed that Paul was soaking wet, and was wearing neither shoes nor a shirt. Paul’s eyes were wide and appeared bloodshot. Paul seemed to be in an excited state.

Due to my experience dealing with people under the influence of drugs, I believed Paul to be high on methamphetamine. Paul bladed his feet as if he were going to charge toward us (in an athletic stance) and put his hands deeper into his pockets. Ofc. Smith gave him repeated commands to take his hands out of his pockets due to the possibility of him possessing a weapon. When Paul took his hands out of his pockets, I approached him and told him that he was under arrest. I grabbed Paul’s left arm and told him to place it behind his back. Paul did not do this. I felt Paul become rigid and he started pulling his arm away from me.

I felt Paul attempt to pull away from my grasp. Ofc. Smith and I guided Paul onto the grass so that he would not get hurt on his concrete driveway. Paul continued to resist for a few seconds before officers were ultimately able to place him in handcuffs. Paul’s handcuffs were checked/re-checked for fit and they were double locked.

Paul was read his Miranda Rights and was placed in the rear seat of my patrol vehicle. Paul’s intoxication continued to manifest itself while he yelled about his paranoid delusions (ref. #71 BWC). Due to this, Paul was unable/unwilling to answer any questions about the incident.

After the arrest, I relocated and finished collecting statements/information from the Water Department employees. Parties wished to prosecute.

Paul was transported to the Floyd County Jail for booking.

Paul was charged with Obstruction of Police, Terroristic Threats, Disorderly Conduct, Public Intoxication, and Simple Assault.

[NARRATIVE #2 on June 01, 2026]

On 06/01/2026 at 0958 hours, I PFC B. Smith responded to Donahoo Rd in reference to a dispute between a male and the water department. I arrived on scene and was informed the suspect was at [700 BLOCK] Donahoo Dr.

I arrived in the driveway and observed a white male begin to run towards me. I knew the water department had said this male had been violent and threatning them. I gave him commands to stop which he refused so I drew my department issued taser and pointed it at him. He was soaking wet so I decided not to deploy my taser, and OFC Calcutt and myself grabbed the male.

I attempted to put his hands behind his back which he refused. We took him down to the ground in an attempt to gain control. The male resisted but we were able to force his hands behind his back. He was placed into handcuffs behind the back double locked and put in patrol vehicle 71. See OFC Calcutt report for further.
