[NARRATIVE #1 on February 03, 2026]

On the above date and time, I Officer Foster and Cpl. Wishart were dispatched to a domestic stating that the daughters boyfriend (Prentiss Ouellette) was trying to take their child and refusing to leave. While en route to [1300 BLOCK] Burnett Ferry Road, dispatch advised that Prentiss had pulled a gun on [VICTIM #1] and [VICTIM #2].

Due to the circumstances of the call we were Code 1 (Emergency lights and Sirens) to the residence. Dispatch also advised the mother [VICTIM #3] was locked in the bathroom with the baby [JUVENILE #1] and Prentiss was attempting to break into the bathroom. Before we arrived at the address Dispatch advised that Prentiss had left.

While on the way to the address Cpl. Sangphim had initiated a traffic stop on the vehicle that Prentiss was operating on Barker Road. Cpl. Sangphim was able to get Prentiss detained without any incident. At this point in time due to the primary aggressor being detained all responding units went back to regular response.

Dispatch advised that there was a Temporary Protection Order in place against Prentiss from Alabama. It was confirmed that the Protection Order was valid in Georgia too. [VICTIM #1] was advised to go get a Protection Order in Floyd County as well to go along with the one from Alabama.

Upon arriving, contact was made with the victims involved. [VICTIM #3] stated that Prentiss lives at the residence due to [VICTIM #1] and [VICTIM #3] wanting Prentiss to be apart of [JUVENILE #1] life. While he was there Prentiss and [VICTIM #1] began arguing. [VICTIM #3] stated that during the arguing, Prentiss put a handgun to his head and told [VICTIM #1] that if he killed himself it would be her fault.

[VICTIM #3] stated that [VICTIM #1] attempted to leave the room they were in but Prentiss refused to let [VICTIM #1] leave. [VICTIM #3] advised that Prentiss stated he would leave the residence and when he was leaving he stated he wanted his son. [VICTIM #3] advised that she then took [JUVENILE #1] into the bathroom and locked themselves in to keep Prentiss from taking [JUVENILE #1]. [VICTIM #3] stated that Prentiss then forced the door open.

I interviewed [VICTIM #2] While Cpl Wishart interviewed [VICTIM #1]. While talking to [VICTIM #2] she stated that [VICTIM #1] and Prentiss had started arguing, to which he became upset and pulled a firearm on her, to which she pulled a knife out in self defense. [VICTIM #2] then stated that Prentiss then put the gun in his pants pocket. [VICTIM #2] also stated that Prentiss demanded several times to give him the baby, which was locked in the bathroom with [VICTIM #3]. While [VICTIM #3] was in the bathroom with [JUVENILE #1], Prentiss kicked the bathroom door trying to make entry.

While talking to [WITNESS #1] he stated that [VICTIM #1] and Prentiss had been arguing and when he got upset he pulled a firearm out and put it to his head to which he then got his firearm out of his truck and came back inside, and told Prentiss to put his gun on the microwave, while never pulling his firearm out, and to leave. [WITNESS #1] stated that Prentiss placed the firearm on the counter and still refused to leave. [WITNESS #1] stated that when Prentiss did leave he put the firearm inside his pocket and left the residence.

Cpl Sangphim advised that Prentiss did not have a handgun on his person or inside the vehicle. Prentiss advised Cpl. Sangphim that he left the handgun at the residence. Pfc Newport then got consent from [VICTIM #3] to deploy his K9 (Jimmy) around the residence in order to locate the handgun. K9 Jimmy did not locate any handguns at the residence. [VICTIM #3], [VICTIM #1], [VICTIM #2], and [WITNESS #1] were asked if they were sure that Prentiss took the handgun when he left. They all advised that Prentiss put the handgun in his pocket and left the residence.

Cpl. Sangphim was advised to place Prentiss under arrest. Cpl. Sangphim then transported Prentiss back to [1300 BLOCK] Burnett Ferry Rd.

[VICTIM #3], [VICTIM #1], and [VICTIM #2] were all advised of their rights as victims and notified.

Cpl. Sangphim then tranferred custody of Prentiss to Myself and Cpl Wishart. While en route to the Floyd County Sheriffs Office Prentiss stated that his knee was hurting from being put in the back of the patrol car. At this point we then went to Atrium Floyd Hospital to have Prentiss medically cleared.

Upon arriving at the hospital, X-Rays were done of Prentiss’s Knee. Medical staff advised that there were no indications of injury to Prentiss knee. Medical staff gave Prentiss a Immobilizer for his knee due to Prentiss continued complaint of knee pain and medically cleared him from the hospital.

Prentiss was transported to the Floyd County Sheriffs Office without incident.

[NARRATIVE #2 on February 03, 2026]

On the above date and time I, Cpl Wishart and Ofc Foster were dispatched to [1300 BLOCK] Burnett Ferry Rd in reference to a domestic.

While en route, dispatch advised Prentiss Ouellette was pointing a handgun at his girlfriend and others in the residence. Ofc Foster then activated lights and sirens and continued to the residence Code 1. Prior to arriving at the residence dispatch advised Prentiss left the residence in a brown pick up truck. Cpl Sangphim intercepted the vehicle and conducted a traffic stop and detained Prentiss.

Upon arrival to the residence we spoke with [VICTIM #3]. [VICTIM #3] advised that Prentiss was staying at the residence due to her and [VICTIM #1] wanting to let him have a relationship with his son [JUVENILE #1]. [VICTIM #3] then advised that Prentiss and [VICTIM #1] were having an argument when Prentiss refused to let [VICTIM #1] leave the room they were in. [VICTIM #3] stated that Prentiss got very angry and put a handgun to his head, threatening to kill himself.

[VICTIM #3] advised Prentiss was told to get his belongings and get out of the residence. [VICTIM #3] advised that she took [JUVENILE #1] to the bathroom and locked the door due to Prentiss attempting to take [JUVENILE #1] with him. [VICTIM #3] stated that Prentiss forced the bathroom door open by kicking it. [VICTIM #3] advised that when he did this, [VICTIM #1] and [VICTIM #2] were trying to stop him from entering the bathroom.

[VICTIM #3] advised that Prentiss then pointed his handgun at [VICTIM #1] and [VICTIM #2] in which [VICTIM #2] pointed a knife at Prentiss in self defense. [VICTIM #3] advised that [WITNESS #1] then went outside to get his firearm and made Pentriss put his handgun on the counter. [VICTIM #3] stated that Prentiss refused to leave the residence. [VICTIM #3] stated that when Prentiss finally left the residence he put the handgun in his pocket.

I then spoke with [VICTIM #1]. [VICTIM #1] stated that she and Prentiss were having an argument over her doing all the parental work for their child and wanting help from Prentiss. [VICTIM #1] advised that Prentiss became angry and pulled out his handgun and put it to his head. [VICTIM #1] advised that while Prentiss hand the handgun pointed at his head he stated “if I kill myself right now it will be your fault”.

[VICTIM #1] advised that she attempted to leave the room but Prentiss refused to let her leave. [VICTIM #1] stated that when she finally left the room she got her cell phone to record Prentiss’ actions. [VICTIM #1] advised that Prentiss stated he was going to leave the residence and while he was leaving he attempted to take [JUVENILE #1]. [VICTIM #1] advised she told Prentiss that he was not taking [JUVENILE #1] but Prentiss attempted to force his way around her and in doing so pushed her aside to get to [JUVENILE #1].

[VICTIM #1] stated that Prentiss kicked the door open and while he was doing this, She and [VICTIM #2] put themselves between Prentiss and the bathroom door. [VICTIM #1] advised that Prentiss then pulled out his handgun out of his pocket and pointed it at her and [VICTIM #2]. [VICTIM #1] stated that [VICTIM #2] the pointed a knife at Prentiss in self defense. [VICTIM #1] stated that [WITNESS #1] then went out to his vehicle to get his firearm, came into the residence and told Prentiss to put his handgun on the counter. [VICTIM #1] stated that Prentiss put his handgun down but put it in his pocket before leaving the residence.

[NARRATIVE #3 on February 03, 2026]

On the above date and time I, Officer B. NEWPORT, was on my way home from working an after school basketball game at Armurchee High School. I heard radio traffic that described a domestic altercation in which the male had pulled a gun on a female at the residence of [1300 BLOCK] Burnett Ferry Rd Apartment [REDACTED]. I proceeded to the residence to assist responding officers since I would be passing the residence on my route home.

Upon arrival, Officers WISHART and FOSTER were already on scene conducting the investigation. I stood by while WISHART and FOSTER conducted the primary investigation into the incident. I did observe that the altercation had been captured on video, and observed PRENTISS OUELLETTE pointing a firearm at 2 females at the location before leaving the residence before law enforcements arrival.

I was aware that Officer SANGPHIM had successfully performed a traffic stop on the vehicle in the 700 block of Barker Rd and had detained PRENTISS. I informed WISHART to see if SANGPHIM had recovered the firearm used in the video. SANGPHIM stated that they were not able to locate the firearm inside the pick up truck.

I asked residents inside if PRENTISS left the firearm at the house before departing, and they stated that PRENTISS had placed the firearm in his pocket and exited out the carport before leaving. I got consent to deploy my narcotics/firearm detection K9 from [VICTIM #3] who was the home owner in the carport to try and locate the firearm. A search was conducted, however the firearm was not located.

Shortly after Officer SANGPHIM arrived on scene with PRENTISS in custody. After speaking with SANGPHIM, I learned that SANGPHIM had passed PRENTISS as he was driving down Barker Rd and had to turn around and catch up to him to complete a traffic stop. SANGPHIM stated that he passed PRENTISS in the 900 block of Barker Rd before turning around to perform the traffic stop.

I suspected that PRENTISS likely attempted to get rid of the firearm used by tossing the firearm out the window at some point before he was stopped by law enforcement since the firearm was not located at the residence, or inside his vehicle.

I deployed my K9 down the driveway of [1300 BLOCK] Burnett Ferry Rd, but was not successful in locating the firearm. At this point I decided that a successful K9 search would be unlikely due to the heavy rain at the time. I informed SANGPHIM that I would check the roadway from the residence to the traffic stop location to see if the firearm was in the roadway, and that if the firearm was not recovered, I would return in the morning hours to conduct a more detailed search of the side of the roadway with my K9.

The following morning at approximately 0830 hours, I returned to the driveway of [1300 BLOCK] Burnett Ferry Rd and deployed my K9 to resume the search for the missing firearm. K9 Jimmy cleared approximately 200 yards north of the driveway on both sides and did not located the firearm. I placed him back inside my patrol vehicle and moved up to the 900 block of Barker Rd to the approximate location SANGPHIM passed PRENTISS the night prior when he turned around on him.

I exited my patrol car and decided to let K9 Jimmy have a break while I searched areas that I could see from the roadway. At 0852 hours, as I was walking down the roadway, I observed what appeared to be a small caliber pistol sitting approximately 30 ft from the roadway lying in the driveway of [900 BLOCK] Barker Rd.

I approached the firearm and identified it as being similar to the firearm used in the incident the night prior. The pistol was black with a brown handle, and had a spent shell casing jammed inside the chamber. I collected the firearm and placed it inside my patrol vehicle. I further reviewed the video of the incident and could positively identify the firearm as being the same firearm used in the the assault the night prior. The firearm was placed in evidence.

[NARRATIVE #4 on February 03, 2026]

On 02/03/2026 I, Cpl. Sangphim, responded to [1300 BLOCK] Burnett Ferry Rd. Dispatch advised that there was an active domestic altercation occurring at the residence and the boyfriend was attempting to leave with a newborn child. Dispatch then advised that the suspect was actively pointing a pistol at residents.

I responded emergency lights and siren to the scene. Dispatch advised that the complainant stated if he left it would be in an older model brown truck. I then based an older model brown and white truck in the 900 block of Barker Rd. I conducted a traffic stop on the vehicle and the driver put both of his hands out of the window. I gave him lawful orders to turn his truck off, he complied. I then gave him an additional order to keep his hands visible.

I asked him where the pistol was, he stated he didn’t have one. He attempted to reach back into the vehicle and I told him not to he complied and complied with the rest of my commands. He identified himself as Prentiss Jackson Ouellette. I placed him into handcuffs and informed him he was being detained.

I then read him his miranda rights. He stated he understood and wished to speak to his attorney. He then stated he wished to speak to me without his attorney present, but would stop answering questions if he did not wish to respond. I re-advised him of his miranda rights, he stated he understood and was willing to answer questions without an attorney present if he wanted to answer.

I asked him where he was coming from and he stated his Fiance’s house on Burnett Ferry Rd. He stated that they had recently had a baby and she was suffering from post-partum depression. He stated he wanted to leave with the child, and an argument ensued. He stated he left. I asked him where the pistol was at. He stated he did not have a pistol that he used his phone to make his Fiance’s sister believe he had a pistol after she pulled a knife on him. He stated they had a fake gun, that looks like a gun, but he didn’t know where it was. He denied pointing a gun at his Fiance.

He stated he did tell them he had a pistol. He then gave us consent to search his truck for firearms. He stated he did have an old shotgun that did not have a firing pin. We did locate a shotgun which was later placed into evidence for safe keeping as Ouellette’s truck was towed from the scene. Cpl. Wishart then advised me that he had probable cause to arrest Ouellette and I advised him he was under arrest.

Lt. Williams and Cpl. George arrived on scene. Cpl. George search Ouellette’s truck with his consent. Lt. Williams advised me that there was an active protection order in place out of Alabama where Ouellette was not to have contact with the victim. I then advised Ouellette that he was under arrest. I had him sit in the backseat of my patrol vehicle. He requested his seatbelt be placed on, I informed him of the procedure for doing this for my safety. I placed my forearm under his chin and had him look at the ceiling to prevent him from biting or spiting on me. I placed him in his seatbelt. I then transported him back to the scene.

I then watched a video from the victim’s cell phone that clearly showed a pistol in Ouellette’s hand. Ouellette was seated on the couch then got up pulled a pistol and approached the victim and her family pointing it in their direction. I could see that it was a dark colored small frame pistol. I showed Ouellette the video. He eventually admitted that there was a pistol and that he put it on the toolbox of the truck. He stated he believed it may have fallen off and into the roadway when he left.

I then transferred Ouellette into Cpl. Wishart’s patrol vehicle. Ouellette went to sit down in the patrol vehicle and struck the side of his face on the door frame as he made his descent into the seat. He then refused to put his leg in the vehicle saying he wouldn’t fit. I assisted him in picking his leg up and placed his leg into the vehicle so that I could close the door. I did not have to use any force and simply assisted in lifting his leg into the vehicle.

I then went and searched the roadway and ditches for Ouellette’s firearm. Cpl. George stood by while the on-call wrecker picked up Ouellette’s truck (did not have a wrecker preference). I searched the area, but did not locate the firearm.
