[NARRATIVE #2 on September 11, 2025]

I, Lt Rusty Williams, was dispatched to a report of a physical fight at [300 BLOCK] Willow road. the complainant was observing the fight through security cameras on the property.

Upon my arrival, I was met by the victim, [VICTIM #1]. [VICTIM #1] initially stated that there was no fight and no one else was there at the time. [VICTIM #1] stated that the persons calling in were mad because she had thrown their belongings out of the trailer. As I continued to speak with [VICTIM #1] she appeared nervous and kept glancing at the camper trailer where she said she lived. I was then advised by our dispatch that the caller had stated that there was a male in the camper, who possibly had warrants.

I moved toward the camper and [VICTIM #1] advised me, “I had to lie, he would have beat my a*s”. I approached the camper and called fort eh male to exit the camper, there was no response. I heard someone moving in the camper, and announced again. Officer Bradley arrived and the male yelled from the inside” I am getting my shoes on”. I then moved to an advantageous position, drew my firearm, and as the male exited the camper he had his hands up. I gave commands for the male to place his hands on his head, face away from me and go to his knees.

After the male complied and Officer Bradley moved to a cover position, I placed the male in handcuffs, double locking them and fit testing them. The male was informed he was being detained for further investigation and was placed in the rear seat of my patrol vehicle, which was checked prior to and after his occupation.

[VICTIM #1], then while away from the male advised Officer Bradley that the male, Randy W Vick, had placed his hands around her neck and strangled her. There were red marks on her neck. After a NCIC/GCIC check it was revealed that Vick had active warrants fro out of county. Vick was taken out of my car, as he becoming physically ill. He was placed in the rear of Officer Bradley’s car and transported to the Floyd County Jail on the warrants, and the charge of FVA aggravated assault.

I spoke with [VICTIM #1], advised her of services available and filled out the victim notification form. [VICTIM #1] had no further questions and I left the scene.
