On Thursday January 1st 2026 I Pfc Wilbanks (RPD75) was on uniformed patrol in the City of Rome. At approximately 0225 hours, I responded to area of new Calhoun Hwy and Veterans Memorial Hwy in reference to what dispatch originally advised was a diabetic emergency.
Dispatch advised that a male was on scene and had been drinking. Officers located the caller in the lot of 3003 New Calhoun Hwy (Rome Baptist Temple). I arrived on scene with Ofr Cook, just ahead of me. While I retrieved gloves, I could hear a male being upset and irate. As I walked to Ofr Cook I saw a white male walking toward Ofr Cook and EMS personnel, yelling something about “if you open your f*cking mouth again” to EMS.
He walked to EMT [VICTIM #1], continuing to walk closer and closer to EMS yelling. Ofr Cook stood in between the EMTs and Mr. Neese trying to calm Mr. Neese down. I spoke with a family member on scene and was advised that Mr. Neese had been drinking. He is also a diabetic. He advised that when Mr. Neese drinks, he becomes like this. As we spoke, I saw Mr. Neese move past Ofr Cook and come face to face with Mr. [VICTIM #1]. I saw Ofr Cook stop Mr. Neese. I heard him tell Ofr Cook to “get your mother f*cking hands off me”. I saw Ofr Cook try to move Mr. Neese back and could hear Mr. Neese yell louder and more aggressive “get your hands off me”.
In efforts to avoid a physical altercation with police or with EMS, I signaled to Ofr Cook to handcuff Mr. Neese. I grabbed Mr. Neeses left hand/arm, Ofr Cook grabbed his right. We attempted to move his hands behind his back. Mr. Neese stated that “there aint enough of yall” as he pulled away and attempted to turn around. I moved Mr. Neese to the pick up truck he was said to have been a passenger. He continued to attempt to verbally provoke officers. There I was able to place his right hand behind his back and place it in the other handcuff.
I could smell the odor of an alcoholic beverage but with dispatch advising this was possibly a diabetic issue, I asked EMS to come check his blood sugar to ensure he was okay and to determine what was causing his behavior. Mr. Neese continued to provoke EMS and officers. I raised Mr. Neese’s hands so EMS could check him. I told Mr. Neese to stop. Mr. Neese stated “your gonna think stop when I beat your mother f*cking a*s”. Mr. Neese continued to act out and stated that “when I get out your a*s is mine”. I brought Mr. Neese to Ofr Cooks patrol car to adjust his handcuffs. There Pfc Jackson arrived to assist.
I adjusted the left handcuff. There Mr. Neese calmed down and let EMS check him. I was able to speak further with the family who advised that he was a passenger in the vehicle. After picking him up after he had been drinking he began acting irate to the point where they pulled over into the lot to call 911. EMS checked Mr. Neeses blood sugar and advised that it was fine.
I told Mr. Neese to turn around. I did this so I could search him before placing him in my patrol car. I asked if his ID was in his wallet, which upset Mr. Neese who became aggressive again. He asked what he did. I advised him disorderly conduct. Mr. Neese responded by saying “ok” and then slammed his head into side of Ofr Cooks patrol car. We brought Mr. Neese to the front of my patrol car. There he began slamming his head into my hood multiple times.
In efforts to prevent him from hurting himself, I pulled him away. Mr. Neese went limp, going to his knees and then laid on the ground. He was helped up. Pfc Jackson and Ofr Cook attempted to get him in my backseat. He refused. I went to the passenger side and grabbed Mr. Neeses belt, pulling him across the seat. The doors were shut.
Mr. Neese was transported to the Floyd County Jail. While en route, Mr. Neese slammed his head against my middle partition. Once at the jail, Mr. Neese continued to be uncooperative. While Mr. Neese was talking to the jail nurse, I saw that sheriffs deputies had to go hands on with him. He was booked in. I did observe that Mr. Neese had injury to the front of his head from him slamming it. Picture of injury was taken and attached to this report.
