On June 7, 2025 at approximately 0157 hours, I (PFC Blankenship) was dispatched with another officer to [REDACTED BY AGENCY] in reference to a third party report of a physical domestic. The complainant, [WITNESS #1], advised that her sisters had face limed her and she could hear her step father, Robert Charles Martin, yelling and cursing in the background. She advised the call taker that Robert had pushed their mother, [VICTIM #1], and was out of control.
Upon arrival, I could hear items shifting around in the house and muffled voices. As I was about to knock, the door opened with Robert standing in the threshold. I spoke with him and he identified himself and advised that nothing serious was happening-just that he had been in a verbal argument with his wife. He appeared unsteady on his feet, his speech was slow, exaggerated, and slurred. I also observed a dark wet spot running from his crotch area down the inseam of his pants. I asked where his wife was and he gestured inside and told me that I was welcome to go in to talk to her. I left him outside with PFC Davis and went inside to speak with the other involved parties.
Inside, I spoke with [VICTIM #1] who told me that she and Robert are not married, but have been together 21 years. They live together and have children in common. She advised that they were having a disagreement and that nothing physical had happened. When I asked her why her out of town daughter, [WITNESS #1], would call 911 to say that a physical domestic was happening, [REDACTED BY AGENCY] (14 year old daughter) spoke up and said it was because she had called their older sister and told her what was happening.
I asked [REDACTED BY AGENCY] if she had seen someone hit someone else and she nodded yes. She glanced at her mother until [VICTIM #1] told her to tell me what she saw. [REDACTED BY AGENCY] advised that she saw her mother push her father away and then saw her father shove [VICTIM #1] into the wall and then start punching her. When I asked [VICTIM #1] if that was what happened, she broke down and began to cry while looking down. I asked her how the argument had become physical and she continued to shake her head and say that it was over bills.
When I asked her further about the specifics of the physical altercation, she dropped her hand to her side and stared at [REDACTED BY AGENCY]. When I asked her if Robert had been drinking tonight, [REDACTED BY AGENCY] (12 year old daughter) spoke up saying “a lot”. [VICTIM #1] then began to tell me “I begging you, we ain’t got no bond money, we ain’t got no bail money”. She began to cry again and say that “we both made a mistake”.
I then asked them about their father urinating in front of them and [REDACTED BY AGENCY] bean to speak up telling me what happened when her mother looked at her in an exasperated expression. [REDACTED BY AGENCY] and [REDACTED BY AGENCY] both began to speak to their mother telling her collectively “we can’t lie to him (referring to myself), it’s the police”. [REDACTED BY AGENCY] then began to speak to her mother making statements saying that she and her sister didn’t want to live like this or grow up around this–referring to Robert’s actions.
I spoke with [REDACTED BY AGENCY] separately and she advised me that she had heard her parents arguing in the living room from her room. She advised it sounded physical and that she heard “bumping”. She then said that her mother came to her door and opened it and told [REDACTED BY AGENCY] that Robert had hit her. She told me that Robert was following her mom and that he “was all up on her” and that was why her mom had pushed Robert away. She advised that Robert then pushed her against the wall and began to hit her about the face. She said that she believed he was hitting her with closed fists and that her mother had her hands up covering her face to block the hits. She said that he was yelling and cursing at her mom during this physical altercation. [REDACTED BY AGENCY] told me that she got between her parents to keep Robert from hitting [VICTIM #1] any more and then she called her older sister (Complainant) for help.
I then spoke with the younger daughter, [REDACTED BY AGENCY], who told me that she had heard arguing and when she came out of her room, she saw her mom on the floor and her dad hitting her mom around the face. She advised that they had then called their older sister who called the police. She advised that she and [REDACTED BY AGENCY] had gone into [REDACTED BY AGENCY] room and had to keep yelling at Robert to go away–he had tried to go into their bedroom after the incident. She advised that Robert had been drinking and had urinated on himself in front of them. She advised me that her mom didn’t want them to call the police because she was afraid of someone losing their job.
I then spoke with [VICTIM #1] again and advised her of resources available for victims of domestic violence. She advised me that she did not want to say anything negative about Robert and began to cry again. I told her that she could tell me the truth about what happened and that that would not necessarily mean things were over or that it was the end of the line for them. [VICTIM #1] told me that it would mean the end of the line for them–referring to telling the truth about what had happened during the physical altercation. While speaking with [VICTIM #1], I observed visible redness on the left side of her face and around her nose.
[VICTIM #1] did advise that she wanted to be notified of Robert’s release and of the program for Victim Assistance. A victim’s rights brochure was given to her and a victim notification was also filled out for [VICTIM #1].
When I spoke with Robert, he advised that no one had touched anyone and that it had only been a verbal argument with [VICTIM #1].
Due to the testimonial evidence given by daughters against their own father and the visible redness on [VICTIM #1]’s face, I identified Robert as the predominant aggressor in the physical altercation.
I then placed Robert under arrest. A search incident to arrest yielded a small plastic corner baggie of green marijuana in his pants pocket. Robert advised that it was enough for a joint and that it was his. I then place him in the back of my patrol vehicle and transported him to the Floyd County Jail where he was booked in on his charges. While removing him from my vehicle in the sally port, I noticed the strong smell of an alcoholic beverage filling the back seat area of my patrol vehicle.
The back of my patrol vehicle was checked before and after transport.
