On Sunday July 27, 2025 at approximately 2:19am, Officer Kimbrough, PFC Ballard, and I, PFC Z Colvin, were foot patrolling the 500 block of Hardy Ave due to their being a large party and well over 100 people at [500 BLOCK] Hardy Ave. The resident of this address is Marvin Blackburn. This address has become a known spot for loud parties, consumption of alcohol, and often a strong odor of marijuana emitting from the area. On this day we had talked to Mr Blackburn and he stated he was trying to control all the people at the residence. We observed him in a heated argument with another male as he put his hands on the male at one point during the argument.
At 2:19am, while we were walking back to our patrol vehicles which were parked on Hardy Ave near Grover St, we heard about 7 or 8 gun shots come from the area of Mr Blackburn’s residence. We then saw well over 100 people running out of the backyard area where the large party was being held. We drew out our service pistols and entered the backyard where we found a female with a gunshot wound to her right heel. We also saw multiple shell casings in the area directly behind the residence. PFC Ballard and Officer Kimbrough stayed in the back of the house with that victim.
I made my way to the front of the house where another victim was located with a gunshot wound to her leg. Officer Zenga had applied a tourniquet to her leg to stop the bleeding. Numerous people were gathered around this victim, getting in the way, and acting hostile toward Officer Zenga. I used verbal commands to back them away from her so Officer Zenga could continue assisting her. One of the people causing issue was a female who was later identified as Sammya Sewell. She was cussing loudly, getting in Officer Zenga’s way, and not dispersing when told to do so. I gave her numerous verbal commands to back away and she yelled and cussed at me in return.
There was a 3rd gunshot victim on Hardy Ave, closer to Grover St that other officers got out with. I directed EMS to the 3 gunshot victims in order of the most serious wounds to the least. Once all of the gunshot victim’s were in the care of EMS, I then spoke with Mr Blackburn. He stated he did not know who the shooting suspect was.
Invesigator Castejon was on scene and advised us that the property of [500 BLOCK] Hardy Ave was a crime scene and was attempting to put up crime scene tape. Mr Blackburn was advised by several officers that he could not be on the property while the crime scene was still being investigated. He immediately became extremely hostile toward us all and told us we would have to fight him. He continued to not obey verbal commands and then Sgt Metroka advised us to arrest him. When we attempted to put him in handcuffs, he fought and resisted us. PFC Ballard, Sgt Metroka, PFC Boyd, Offcier Spurgeon, Officer Zenga and myself were all initially attempting to handcuff Mr Blackburn. I saw several people still on scene starting to yell and begin to walk toward us while attempting to detain Mr Blackburn.
I then put myself between the officers trying to detain him and the other people. I gave them verbal commands to back up and most did. I specifically gave Sammya Sewell commands to back up and like earlier she became hostile and did not obey the commands. I then placed her in handcuffs. She was escorted to my patrol car. Officer Kimbrough searched her and placed her in the back seat of our patrol car.
During this time, Mr Blackburn had been tazed by officers, handcuffed, and placed in the back seat of Officer Zenga’s patrol car. Officer Zenga transported him to the Floyd County Jail while Officer Kimbrough and I transported Miss Sewell to the Floyd County Jail.
Mr Blackburn was booked in for 3 counts of felony obstruction, 2 counts of misdemeanor obstruction, 3 counts of simple battery on a police officer, and maintaining a disorderly house.
