[NARRATIVE #1 on January 11, 2026]

On 1/11/2026, I (PFC Ballard) while on duty for the City of Rome Police Department, in uniform, in a marked patrol vehicle, responded to [REDACTED BY AGENCY] at approximately 1007 hours to assist with a domestic disturbance where a female pulled a knife, with Ofc Zenga.

Upon my arrival in the area I see a female walking on Hardy Ave away from [REDACTED BY AGENCY] I asked 911 if they were still on the phone with the complainant and asked if they could ask if the female involved left the residence and I was advised the female had left and was walking on Hardy Ave. 911 advised me the female was the one that pulled the knife on the victim, [VICTIM #1], and her name was was Sandy Winston. 911 also advised me Mr [VICTIM #1] had been cut but refused treament from EMS. I get out and say hey Sandy and she acknowledged me.

While speaking with Ms Winston, Ofc Zenga went to the residence and spoke with the other parties. I asked Ms Winston what happened and she stated she was on the couch and a verbal argument ensued. Ms Winston stated her grandson, Mr [VICTIM #1], had beat older people in the past and she grabbed a knife to defend herself.

Ofc Zenga responded back to my location and told me Ms Winston pulled a knife and during the incident Mr [VICTIM #1] was cut. I placed Ms Winston under arrest and transported her back to the residence so I could complete a Victim Notification Supplemental Report. I gave Mr [VICTIM #1] the victim/witness pamphlet and had him complete his portion of the Victim Notification Supplemental Report. I saw a laceration on the right palm area of Mr [VICTIM #1]’s hand.

I transported Ms Winston to the Floyd County Jail for booking. While en-route to the jail Ms Winston stated she was going to kill herself. Ms Winston was booked in for FVA Aggravated Assault and the staff at the jail was made aware of the statements that were made by Ms Winston. The statements were recorded on my rear axon camera. The rear of my patrol vehicle was searched prior to and after transport and no contraband was located.

[NARRATIVE #2 on January 11, 2026]

On January 11th, 2025 at approximately 10:07AM I, OFC T.Zenga#57, was dispatched to [REDACTED BY AGENCY] for a suspected domestic. Upon arrival, the suspected suspect, Sandy Winston, was found walking down hardy Ave at the intersection at Porter St. PFC Ballard #66 got out with her, and I went to the apartment to find out further information of the situation.

The complainant, [VICTIM #2], stated her mom was listening in on her phone conversations so she confronted her. Her mother began yelling and so did she. The mother then grabbed the knife and allegedly stated she was going to stab [VICTIM #2]. This is when [VICTIM #2]’s son, [VICTIM #1], exited his room and asked them both to shut up because he had work later. This escalated the situation and Sandy began waving the knife around and getting into [VICTIM #2]’s face.

Both [VICTIM #2] and [VICTIM #1] attempted to grab the knife and disarm her. [VICTIM #1] suffered a small laceration to the hand during the altercation. [VICTIM #1] stated he was okay and did not need to see medical. They wished to not press charges, but due to this being an on-going issue and it being a family violence case since they all live together. Myself and PFC Ballard spoke about what had happened and placed Sandy under arrest. PFC Ballard then transported that individual to Floyd County Jail where she was booked.
