[NARRATIVE #1 on January 01, 2026]
On listed time and date I Officer Chad Matthews was dispatched to listed incident location in reference to a reported physical domestic altercation.
Upon my arrival at the location and exiting my patrol vehicle I could hear what sounded like a very heated physical altercation between two female voices screaming and yelling and also I could hear furniture being thrown around and broken. I knocked on the door of the residence and announced myself as Floyd County Police when the listed witness/complainant [WITNESS #1] answered the door and asked me to come in quickly.
Once I was inside the home I observed broken tables and assorted items all over the floor and I also noticed blood spatter on the walls and blood in the floor. I observed listed sixteen year old victim [REDACTED BY AGENCY] sitting in the floor just inside a bedroom door holding her left arm and she was bleeding significantly from the wrist area of her left arm I could see [REDACTED BY AGENCY] had what appeared to be a pretty substantial gash or cut to that area of her arm and at that time I called for an ambulance.
I asked [REDACTED BY AGENCY] what had happened and how she had sustained the injury at which time [REDACTED BY AGENCY] stated that her mother listed offender Shelley Allen struck her with a metal pipe. By this time Officer W. Calcutt arrived as my backup unit and at that time I began talking to the other victims and witness to better understand what had led up to the altercation.
Listed juvenile victims eleven year old [REDACTED BY AGENCY] and ten year old [REDACTED BY AGENCY] both stated that last night their mother (Shelley Allen) had been arguing with their stepfather listed complainant [WITNESS #1] accusing him and their sister of having a love affair and had started back with the accusations this morning. The two victim/witnesses stated that this morning their mother started arguing with listed victim [REDACTED BY AGENCY] accusing her of sleeping with [REDACTED BY AGENCY] stepfather Shelley Allan’s husband and during this argument it became violent and physical.
Both [REDACTED BY AGENCY] and [REDACTED BY AGENCY] stated that they watched their mother hit their sister with a metal rod or pipe that came from the broken furniture as a result of Shelley’s rage. Listed victim [REDACTED BY AGENCY] stated that her mother accused her of sleeping with [REDACTED BY AGENCY] stepfather and was yelling at [REDACTED BY AGENCY] before Shelly became violent and physical with [REDACTED BY AGENCY]. [REDACTED BY AGENCY] that her mother picked up a large orange handled knife and was waving it at [REDACTED BY AGENCY] in an offensive manner.
[REDACTED BY AGENCY] stated that her picked up a metal pipe and began beating [REDACTED BY AGENCY] with the pipe backing [REDACTED BY AGENCY] into the corner of the by the front door. [REDACTED BY AGENCY] stated that she tried to defend herself by attempting to block the blows from the pipe with her arms and thats how she sustained the injury to her left arm.
Based on the physical evidence and the statements of the witnesses and victims I placed the offender under arrest on listed charges and transported her the the Floyd County Jail for booking.

[NARRATIVE #2 on January 02, 2026]
On the above date and time I, Pfc Webb was dispatched to a phone call in regards to the incident involving [VICTIM #1]. I spoke with [VICTIM #1] biological father [REDACTED] he stated he had learned about the incident and wanted to know if he could come get his daughter. I asked if was legitimized or were they married when [VICTIM #1] was born and he advised no that he was not. I stated o him that at this time he did not have rights to the child but I would follow up and contact him again.
I spoke with DFCS and advised them of the situation and I was advised that even though [VICTIM #1] mother was arrested for the act against [VICTIM #1] she is the only one to have rights to instruct where the child goes and lives.
I later went to the jail to confirm with Shelley where she wanted [VICTIM #1] to be and she did confirm she wanted the child to stay with her fiance at [100 BLOCK] Hawthorne St. After speaking with Shelley I went to [100 BLOCK] Hawthorne to do a welfare check on [VICTIM #1] and when I arrived on scene I made contact with [VICTIM #1] and she advised she was fine and wanted to stay at that residence and did not want to go with her father. The residence appeared to be clean and all the children appeared good as well.
After leaving the residence I contact [REDACTED] and advised him to file for emergency custody to get [VICTIM #1] back and he stated he had guardianship paperwork. I advised him to send it to me but at this time I have not received anything yet.
