On the above date and time I, Cpl Wishart was dispatched to [600 BLOCK] Warren Rd Apt [REDACTED] in reference to a domestic.
Upon arrival I saw Stephen Patrick and [VICTIM #1] arguing. I asked Stephen and [VICTIM #1] what was going on. Stephen stated that he came out of his car and [VICTIM #1] began giving him an issue. When I asked Stephen what the confrontation was about. Stephen stated he did not know. While Stephen was speaking I could smell the odor of an alcoholic beverage coming from his person. I noticed that his speech was slurred and he was having a hard time balancing on his own two feet.
I asked Stephen where he lived. Stephen advised that he lived next door. I asked Stephen if he had been drinking any alcohol. Stephen advised he only had one beer. Stephen then stated “she knows whats going on” while pointing at [WITNESS #1].
[WITNESS #1] then advised that Stephen approached her as she was getting out of her car. [WITNESS #1] stated she then went inside to get [VICTIM #1] when Stephen began banging on the windows and door and began cursing at them. I then advised Stephen he was being detained at the moment due to the allegations against him.
I placed Stephen in handcuffs (double locked and checked for fit). I advised Stephen I was going to place him in the back of my patrol vehicle while I spoke with [VICTIM #1] and [WITNESS #1]. Stephen was searched for weapons and dangerous object prior to being placed in the back of my patrol vehicle. Lt Williams arrived on scene and stayed with Stephen while I spoke to [VICTIM #1] and [WITNESS #1].
I returned to [VICTIM #1] and [WITNESS #1] and asked them to tell me what happened. [WITNESS #1] advised that when she was getting out of her vehicle, Stephen approached her and stated “do you know how much bullsh*t it is how loud y’all play y’alls stuff in there” [WITNESS #1] replied that they did not play anything loudly. To which Stephen replied well this is bullsh*t. [WITNESS #1] advised that she continued walking toward her residence because she does not do confrontation with men. [WITNESS #1] advised that Stephen followed her to the door getting louder and louder screaming “it’s bullsh*t” [WITNESS #1] stated that when she got inside the residence she locked the door and attempted to contact the landlord when [VICTIM #1] asked her if she was okay.
[WITNESS #1] then told [VICTIM #1] what was going on and [VICTIM #1] opened the door and asked Stephen what the problem was and tried to defuse the situation. [WITNESS #1] advised that after [VICTIM #1] tried to defuse the situation she got [VICTIM #1] inside and Stephen began banging on the door. [VICTIM #1] then opened the door and Stephen attempted to fight [VICTIM #1]. [WITNESS #1] advised that Stephen began taking off his gloves and unzipping his jacket and tried coming after [VICTIM #1]. [WITNESS #1] advised that Stephen attempted to enter their residence in attempt to fight [VICTIM #1]. [WITNESS #1] stated that they closed the door and she called 911. [WITNESS #1] advised that while she was on the phone with dispatch, Stephen continued to bang on the door and windows.
[VICTIM #1] advised he had a video of the altercation to which he showed the video to me. In the video I saw Stephen trying to entice [VICTIM #1] into a fight and then threatening to physical violence against [VICTIM #1] by stating “I will f*ck you up”. After watching the video I gathered further information to complete a report.
I then returned to my patrol vehicle and advised Stephen he was under arrest. Stephen was transported to Floyd County Jail and turned over to jail staff.
