[NARRATIVE #1 on February 02, 2025]

On Sunday, February 2, 2025 I was dispatched to [2100 BLOCK] Southern St Apt [REDACTED] in reference to a domestic dispute call. While en route dispatch advised that the complaint had informed them that a Ms Teniya Houston had attempted to strike the complainant with her vehicle and stolen a child’s iPad. Dispatch also advised another caller had informed them that a black male and female were outside fighting and “trying to run each other over.”

Upon my arrival I observed a black female standing outside of the apartments. She approached me and advised that her name was Ms Teniya Houston and she had her boyfriend, Mr Markez Cammon, had been fighting all day. She stated that he had called 911 on her. I asked Ms Houston what had happened that day and she stated that Mr Cammon had taken her phone and refused to return it to her. Ms Houston stated that they had been fighting since 0500 hours that day and she had been unable to work because of it. She went on to explain that she had taken a video of Mr Cammon preforming a sexual act on her and he had wanted her to delete the video. She advised that she told him she would delete the video in front of him but did not feel safe entering his residence. Ms Houston stated that she had attempted to stand in the doorway of the residence to delete the video but Mr Cammon had taken her cell phone from her and demanded her password. She advised that she refused to give him her password and he had thrown her cell phone and then kicked it across the floor. She advised at that time she had grabbed a child’s I-pad from the arm of the couch next to the front door. Ms Houston stated that she had told Mr Cammon she would return the I-pad for her phone.

She advised that the fight escalated and she had gone to to her vehicle (Tag: [REDACTED]) to attempt to leave the situation. Mr Cammon followed her outside with her phone and had thrown it again. Ms Houston stated that he stood behind her vehicle when she was attempting to back up and leave. She advised that he would not let her leave nor return her phone. During this time I did observe Ms Houston’s phone in her possession. She showed me that the phone would not turn on and there was damage to the rear camera. Ms Houston stated that her phone was valued at $700.

I then spoke with Mr Cammon. He stated that he had not known Ms Houston was recording him while they were having sex. He stated that he had wanted her to come inside and delete the video in front of him to ensure it was gone. He admitted to taking her cell phone from her to attempt to delete the video himself. He advised at that time she had taken his daughter’s tablet and gone to her vehicle with it. He advised that he had followed her outside to attempt to get the tablet back. Mr Cammon stated that while standing in front of her vehicle Ms Houston had attempted to strike him with it. He stated that he had called 911 at that time. He advised that his daughter’s tablet had been returned to him but the screen had been shattered. I observed the tablet and that the screen was broken. He stated that the tablets value was $100 but he did not want to press charges for the damage at that time. Mr [CAMMON] also showed me videos on his cell phone of the incident. I provided Mr Cammon with a link to evidence.com to upload the videos. I informed Mr Cammon of the TPO process as well. I asked Mr Cammon if he had thrown Ms Houston’s phone. He stated that he had after she had attempted to strike him with her vehicle.

At that time I spoke with Mr [WITNESS #1]. He advised that he had heard Mr Cammon and Ms Houston having a loud verbal dispute. He stated that he had seen Mr Cammon attempt to leave the area in his vehicle and Ms Houston block his vehicle to prevent him from leaving. He advised that he had also witnessed Mr Cammon park his vehicle, exit, and stand on the side walk in front of the apartment complex. Mr [WITNESS #1] stated that while re-parking her vehicle Ms Houston hit the gas and driven her vehicle at Mr Cammon in an attempt to strike him. He advised that he had seen Mr Cammon with a cell phone in his hands but was not able to tell who’s phone it was or if it was broken at that time.

I that time I spoke with Ms Houston again. I asked her at what time Mr Cammon had thrown her phone and broken it. She stated that he had before they had gone outside to the parking lot. I asked her out the tablet had been damaged. She stated that she was not sure but thought it may have fallen on the ground when she was exiting her vehicle. I asked her if she wanted to press charges against Mr Cammon for the damaged cell phone, she advised that she did not. At that time I told Ms Houston she was under arrest and placed her in handcuffs. I then searched her for contraband and none was found. She was then placed into the rear of squad car 146. She then stated that she had changed her mind and wanted to press charges against Mr Cammon. I advised Ms Houston of TPO and warrant procedures. She was then transported to Floyd County Jail and booked for aggravated assault.

[NARRATIVE #2 on February 02, 2025]

On February 2nd 2025 at approximately 2045hrs, I was dispatched to contact the jail booking supervisor, Sgt. Wayne Rogers. Sgt Rogers advised that Teniya Houston had been at the jail for approximately four hours and was now alleging that her boyfriend, Markez Cammon, had raped her earlier in the day.

I contacted Lt. Burnes and notified him of the situation and we both agreed to meet at the jail and interview Ms. Houston concerning the allegation. During the interview, Ms. Houston alleged that she had gone to work at Floyd Hospital at approximately 6am. She checked in with her supervisor, who she could only identify as [REDACTED]. She then returned to Markez’s house, the address she did not know, to take a nap. At approximately 12pm, she woke to find Markez performing oral sex on her. When she refused to have sex, Markez pulled her legs apart and forced himself on her. Ms. Houston said she did not try to fight him off because she is only 19 and he is 25 or 26. Ms. Houston also stated she took a picture of him “giving her head” and saved it on her snapchat [REDACTED]. While describing the incident, she stated she didn’t want to return to work because she was all beat up and her eyes were blackened. I asked her where exactly her injuries were because I was unable to readily identify any injuries. Ms. Houston showed me a small cut on her right wrist and another in the inside of her lower lip. Ms. Houston also made statements that she did not want to miss work tomorrow, which she likely would do to the severity of her charges.

While Lt. Burnes and I spoke to Ms. Houston I took note of her body language and responses to direct questioning. Ms. Houston did not appear nervous or emotional about the incident and also failed to maintain eye contact when responding to questions. She continuously looked away and often made wiping motions at her eyes when there were no tears or glossing of her eyes. When asked about the details of the incident, Ms. Houston ranted about everything being in her phone and she took pictures on her phone. At one point she described that after he was done, she put her clothes back on to leave and that is when the argument started about the cell phone as described in PFC Oney’s incident report. I asked her where her clothes were and she stated they were inventoried when she was booked in. We also asked about her cell phone, which she stated was also in her property with her close. Lt. Burnes and I completed our interview and Ms. Houston signed a release of her property, allowing us to take it into evidence. She also repeated multiple times that her phone was broken during the argument.

I explained to Ms. Houston that we have the technology to recover information from her phone even if it is broken. Ms. Houston understood and returned to the women’s block while we recovered her property. In her property was a full set of clothing and no cell phone. It was discovered that her mother, [REDACTED], had already come to the jail and retrieved her cell phone.

We requested that Ms. Houston be brought back to the interview room. Once she returned, we advised her that her phone was not in her property and she stated that her mother must have already picked it up. Lt. Burnes asked if there were any other surprises or anything on her phone that would indicate that her story is inaccurate. Ms. Houston responded that there was not and provided her mother’s phone number so I could retrieve the phone. I attempted to contact [REDACTED] on the provided number three times with Ms. Houston present and was unsuccessful. At that time, Ms Houston asked if she still should not shower.

I should note that during the entire interview, Lt. Burnes was attempting to contact the Sexual Assault Center to have Ms. Houston examined for evidence related to the assault. It was determined that no sexual assault nurse was available and Ms. Houston would likely not be examined until approximately noon tomorrow. Ms. Houston had been notified of this. I responded that Ms. Houston should not shower until after she was examined and to use care when she was using the bathroom to try to prevent wiping away evidence. Ms. Houston had also, at some point during the interview, asked if Markez would be arrested tonight. After determining that she would not be examined tonight and that Markez would likely not be arrested tonight, Ms. Houston stated that she no longer wished to pursue charges against Markez. After speaking further with Ms. Houston and confirming she no longer wanted the incident investigated, I returned her clothing to Floyd County Jail officer Joey Crook to be inventoried and placed in property storage. Lt. Burnes and I then left the jail.

Shortly after leaving, I reviewed Ms. Houston’s jail calls. At 2056hrs, approximately ten minutes after I was notified of the allegation, Ms. Houston contacted Markez and requested multiple times that he help her get out of jail because she had just gotten her job and was going to lose her job and her license because of her charges. When Markez stated there was nothing he could do at this time, she stated that she was going to be sent out to have a medical kit done. Markez asked what kind of kit and Ms. Houston paused and then replied that she doesn’t know. Markez also stated that because Ms. Houston doesn’t have a criminal record, she may get a bond in the morning and he does not intend to cooperate with police to prosecute her.
