[NARRATIVE #1 on March 10, 2026]
On March 10, 2026, I, Officer Bell, was en route to [100 BLOCK] Dodd Blvd in reference to loud music coming from a speaker near Apartment [REDACTED]. The complainant advised that they had called multiple times to have the music turned down.
Upon my arrival, Officer Ansari had already made contact with several individuals in front of Apartment [REDACTED] and advised them to turn down the music and stop being loud. While returning to our patrol vehicle, Terryrether Zachery, a resident at [100 BLOCK] Dodd Blvd, began yelling, making different allegations, and using racial slurs. Ms. Zachery stated that they could play their music and that we were trying to bother her. Donie Bridges, a resident at [100 BLOCK] Dodd Blvd and the owner of the speaker, began becoming aggressive as well.
While we were still in the area, the music was turned back on and was again loud. Ms. Zachery and Ms. Bridges began acting aggressively toward us as we approached. We attempted to explain that the music could not be excessively loud and that they also needed to lower their voices because they were disturbing the public peace. They were advised that they should not be disturbing other people in the neighborhood.
A majority of the individuals in the crowd understood and began leaving the area to return to their apartments. Officer Ansari and I again spoke with the remaining individuals and advised them that if the music was heard again they would be placed under arrest. They were also advised that they needed to go into their apartments because the situation was becoming increasingly loud. Ms. Zachery stated that they were doing nothing wrong and that the music would be turned on again once we left.
While speaking with Ms. Zachery and Ms. Bridges, the odor of an alcoholic beverage could be smelled, and brown bags containing alcoholic beverages were observed in the area. They were again advised that the music needed to remain turned down or off before we left and that they needed to quiet down.
Officer Ansari and I remained in the area and could both hear the music begin playing loudly again. We exited our patrol vehicle and returned to Apartment [REDACTED]. As we approached, the volume of the music was turned down, and Ms. Zachery stated that it was not her speaker and that it was already turned down.
Ms. Zachery was placed under arrest by Officer Ansari. I then placed Ms. Bridges under arrest. The handcuffs were double locked and checked for proper fit. Ms. Bridges was then transported to the Floyd County Jail. While en route to the jail, Ms. Bridges stated that they were not trying to cause a problem and that they had been outside drinking and playing music.
Ms. Bridges was booked on charges of Public Drunkenness and Disorderly Conduct.

[NARRATIVE #2 on March 10, 2026]
On Tuesday, March [10], 2026, at approximately 2156 hours, Officer Bell and I, Officer Ansari, were dispatched to a loud music call at the area of Building [REDACTED] on [100 BLOCK] Dodd Blvd, Rome, GA 30161 (Callier Forest Apartments).
When I was initially on Dodd Blvd, I could hear the loud music blaring all the way near the entrance of the Apartments. I was able to locate the source of the loud music in front of Building [REDACTED]. I made an announcement through my PA to stop the music, and the party was over, but the music was so loud that they could not hear it.
As I walked down, I saw a large speaker playing music and a bunch of people gathered around it. They were all drinking and smoking. I smelled the odor of marijuana in the area and observed a few alcoholic beverages among them. I asked them to stop the music and advised them that if they want to have fun on their own, that’s fine, but they should not be disturbing other people in the neighborhood. A majority of the crowd understood what I told them and started leaving to return to their place.
However, Terryrether Zachery, who was among those I recognized, started being loud and obnoxious. She started running her mouth about me because she didn’t like me being there. She was mostly upset because I had previously arrested her for a separate incident.
After I stepped away from the scene and was almost back at my patrol vehicle, I could still hear Terryrether being loud and saying different allegations and racial slurs. At one point, she even turned the music back on, which was loud again, so Officer Bell and I walked back to warn them. Terryrether and another female, Donie Bridges, who was initially with the group, started being aggressive toward us. We tried to make them understand that the music cannot be too loud, nor can they be, as they were disturbing public peace.
I decided to walk away again, as things seemed to be settling down. As I was leaving the area, I heard the music had been turned back on and was loud. I called Officer Chaves and Officer Bell to come back to the location. When Officer Bell and I were pulling up to the scene, they saw us and started lowering the music.
I arrested Terryrether at approximately 2220 hours, as we had given her multiple chances by advising and warning her. While I was arresting her, I could smell the odor of an alcoholic beverage on her person. Officer Bell, at approximately 2221 hours, simultaneously arrested Donie, who kept turning the music on and up.
Terryrether and Donie were transported and booked at the Floyd County Jail for the offenses of O.C.G.A. 16-11-39 Disorderly Conduct and O.C.G.A. 16-11-41 Public Drunkenness.
