[NARRATIVE #1 on December 11, 2024]

On December 11, 2024, I Ofc Flippo was dispatched to Atrium Floyd Hospital with Sgt Ward for a possible child abuse case.

When myself and Sgt Ward arrived at the hospital, we spoke with the charge nurse. She advised two juvenile females, [VICTIM #1] and [VICTIM #2], were injured due to them falling through a glass table. The nurse stated the 4 year old, [VICTIM #1], would have to be sedated in order for them to stitch up her injuries. The charge nurse stated that when [VICTIM #1] and [VICTIM #2] came in to the hospital with their parents, Tiffany Goswick and Dustin Goswick, both children had a very foul smell coming from them. The nurse advised they had to clean the kids when they arrived due to them having animal feces all over them and in their hair.

When I walked in to Emergency Room #39 where they were located, I immediately noticed the kids had dirt all over their bodies as if they had not taken a bath recently. Tiffany and Dustin also looked as if they had not taken a bath or shower recently. There was also a very foul smell as soon as I walked through the door. When I spoke with Tiffany and Dustin, they advised they sat a TV on a glass table that was located in their living room because they were about to hang it on a wall. Tiffany stated when they picked the TV off the glass table, [VICTIM #1] and [VICTIM #2] climbed on top of the glass table. Tiffany stated before they could grab the kids, the glass table broke, causing [VICTIM #1] and [VICTIM #2] to fall through the glass.

When I observed any injuries the children sustained from the accident, [VICTIM #1] had a small laceration on her hand and a larger laceration on her back. [VICTIM #2] had several cuts and scrapes near her ankles and her feet. While observing the children’s injuries, I did not notice any abnormal markings such as bruises or old injuries. Tiffany advised this did happen at their home located at [3100 BLOCK] Rockmart Rd Lot #[REDACTED] in Rome around 11 pm on December 10, 2024.

When speaking with the nurse once again after speaking with the parents, the nurse brought up some concerns about the children after discharge. The nurse advised they would be discharging the children in a few hours but they were afraid of the kids going back to the residence and possibly catching an infection due to open wounds. At that time, the condition of the house was unknown. Sgt Ward contacted DFCS about the incident to confirm protective custody of the children was not necessary at the time. DFCS agreed protective custody was not necessary.

After leaving the hospital, I drove to [3100 BLOCK] Rockmart Rd Lot #[REDACTED] to attempt to locate the home and see the condition of the outside of the residence. When I located the residence, there was a bunch of items in the yard and trash on the porch.

[NARRATIVE #2 on December 30, 2024]

On 12/30/2024 Capt. Bohannon, per my request, responded to [3100 BLOCK] Rockmart Rd lot #[REDACTED] as a follow up from a previous incident that Ofc. Flippo dealt with on 12/11/2024. The original concern was for the condition of the home and well-being of the 2 small children living there. The original call was for possible child abuse/neglect for [REDACTED BY AGENCY] Initially the girls were brought into the hospital to treat cut wounds caused by them falling through a glass table at their home. While being treated at the hospital observed that the girls had animal feces on their feet and in their hair and they both had a very foul smell coming from them. The nurse advised they had to clean the kids when they arrived. When Capt. Bohannon arrived at the home he was able to get the mother, Tiffany, to the door, who allowed him to go inside. Capt. Bohannon then called me to advise of the condition of the home and the children.

Capt. Bohannon advised me that the conditions were terrible and that it was definitely chargeable offenses. Capt. Hunton and I advised dispatch that we were en route to that location. On arrival, Capt. Hunton and I approached the front door where Tiffany and the children were and we were able to see into the living room. I could smell a foul odor of feces and an ammonia smell coming from the trailer as we approached. The odor got stronger at the front door and inside. I observed both girls to be wearing nothing but diapers and looking dirty and unkempt. [REDACTED BY AGENCY] was standing and walking around inside the home and Tiffany was holding [REDACTED BY AGENCY]. I observed [REDACTED BY AGENCY] have a dirty face and a runny nose, as if she was fighting a cold or another illness. The living room floor was covered up with dirt diapers, trash that consisted of old food, food wrappers and containers, empty drink bottles and animal feces. [REDACTED BY AGENCY] had been walking around and playing in these conditions, with feces on their feet that had just been treated for open wounds.

Shortly after arriving, an SUV pulled up and the children’s father, Dustin, got out of the vehicle. I advised Dustin to come speak with me. I advised of the reason we were there and asked him why the home was in the condition it was. Dustin advised that they’ve been trying to clean everything up and that a contributing factor to the mess was a roommate that they had just kicked out and left their mess there when she left. I advised that I didn’t believe the mess was just caused by one person and that something like that doesn’t happen overnight or within a couple of days. While I was talking to Dustin, Capt. Hunton went inside the home for a walk-through and pictures. Capt. Hunton also used the ammonia meter to measure the ammonia level. The meter read a .13ppm, which means the level is high enough that the people living inside were at a high level of danger and health problems.

At this point, I reached out to DFCS regarding placement for the children. I advised them that the home was deplorable and that I would be arresting the parents. DFCS sent the case family’s case worker. [REDACTED], to the scene. The parents advised me that they have four dogs and one cat so I called Ofc. Freeman at animal control in reference to the animals. Ofc. Freeman arrived on scene to assess the animals. Ofc. Freeman advised that the dogs appeared to be fed but he and I agreed that, due to the living conditions, I would charge both parents with misdemeanor animal cruelty due to the extremely unsanitary environment. Per the case manager, the children were placed with Dustin’s aunt, [REDACTED] and husband [REDACTED], along with putting a safety plan in place. At this time, Tiffany and Dustin Goswick were placed in handcuffs, searched and placed in the backseat of Capt. Bohannon’s patrol vehicle. Tiffany and Dustin were transported to the Floyd County Jail for booking.

[NARRATIVE #3 on December 30, 2024]

On December 30, 2024 at around 1400 I was contacted by Officer Brittany Carrington and requested to do a welfare check on two children living at lot #[REDACTED] of the Oaks mobile home park on the Rockmart highway. (Ga 101). Officer Carrington shared the information that a report had been generated by Officer Flippo following a Emergency room visit earlier in the month of December for the two juveniles [VICTIM #1] and [VICTIM #2], ages 4 and 1 yoa. I read the report and saw that it contained statements made by the medical staff regarding the condition of the two girls. It was stated in the report that medical staff had to clean fecal matter off of the children prior to treatment,

I went to the trailer home in the Oaks and approached the dwelling. My observations at that time were several mechanical things such as lawn mowers, motorcycles, and ATV parts strewn around the property. While approaching the front door I noticed what I would describe as general garbage, paper and such protruding from underneath the threshold of the door. This trash appeared to have been in place for some time due to its weathered appearance.

I knocked on the door and could hear a females voice inside as well as multiple dogs barking and the sound of a child’s voice. It took several minutes for an answer at the door. Mrs. Tiffany Goswick opened the door and quickly stepped out closing the door behind her, leaving the children inside with the animals. She explained that she didn’t want the dogs to escape. I explained the reason for my visit and Mrs. Goswick agreed to allow me inside to inspect the condition of the dwelling. She said she had been sick and had allowed the house to get “a little dirty”. She was asked to lock the dogs in a room inside the house and she complied.

As I entered the trailer I was immediately aware of the pungent oder of urine and feces. Just as I walked in I put my foot down and it slid through a pile of fresh dog feces. The floor was covered with just general garbage, food containers, wrappers, paper, cups, and there was no place you could look and not see dog feces and urine on the floor. I continued into the house and saw the older child standing in the living room wearing only a diaper. This child was somewhat dirty and her hair was not brushed nor combed. I could also see that her feet also were dirty and stained with what I could only imagine was dog feces and urine. Mrs. Goswick was holding the younger child who was pretty much in the same condition. I walked further into the house seeing more trash, feces, and garbage mixed with feces and urine. The smell was terrible and almost unbearable. I had concerns for not only the health of the children but for the adults living in the putrid condition. I was also concerned for the animals living in the house.

I informed Mrs. Goswick that there was some issues and that I was going to make some phone calls. I informed Officer Carrington who responded to the scene along with Captain Hunton. Animal control and DFCS also responded to the scene.

Captain Hunton used a device to check the quality of the air inside the residence and this revealed a level of ammonia present to be a health risk.

Animal control took over the dog and cat portion of dealing with the incident. DFCS took charge of the children.

Both Tiffany and Dustin Goswick were placed under arrest and transported to the county jail with charges pending.
