On 9-13-2025 at approximately 0045, I was dispatched to a call involving a hit and run at [300 BLOCK] Perkins St. When I arrived in the area, the complainant said he was no longer with the vehicle that struck his vehicle. I searched the area for a vehicle that matched the description given by the complainant, but was unable to locate. The description the complainant gave was a gold, older model pickup truck. I then went to [300 BLOCK] Perkins St.

When I arrived at [300 BLOCK] Perkins St, I made contact with [VICTIM #1], who was the complainant. [VICTIM #1] told me him and his girlfriend, [REDACTED], was sitting parked in front of his residence at [300 BLOCK] Perkins St when a gold colored pickup truck side swiped his vehicle. [VICTIM #1] immediately pulled out of his parking spot and followed the truck to the end of Perkins St at Kingston Ave. [VICTIM #1] caught up to the truck, and tried to get the driver to pull over to exchange information, but the driver turned around at the intersection and went back the way they came, causing [VICTIM #1] to lose sight of the vehicle.

[VICTIM #1] then told me the driver of the gold truck was an older black male, bald and with a goatee, and that he was at the residence earlier drinking alcoholic beverages with other residents that lived in the household. Another resident gave me the name Tommy Howard, and said that he drives a gold truck, and was at the residence earlier.

I gave the name to dispatch, and they were able to find a Tommy Howard that lives at [SINGLE DIGIT BLOCK] Carrington Pl. Dispatch then sent county officers to [SINGLE DIGIT BLOCK] Carrington Pl to attempt to make contact. [VICTIM #1]’ truck had minor damage to the left side, close to the front. The damage was mostly paint transfer along the front half of the truck, and a busted side mirror.

Floyd County officers arrived at [SINGLE DIGIT BLOCK] Carrington Pl, and advised that a gold truck was parked behind the house, with damage consistent to the vehicle that was described to me. The county officers then made contact with Tommy Howard, who is an older black male that’s bald and has a goatee.

I then arrived at [SINGLE DIGIT BLOCK] Carrington Pl and spoke with Howard. I asked him first if he had been involved in a wreck, to which he told me he had been asleep. I then observed the gold pickup truck to look at the damage. The truck had minor scrapes and gray paint transfer on the left side near the front, which was consistent with what [VICTIM #1]’ trucks damage.

Based on the information about Howard drinking alcohol with the other residents at [300 BLOCK] Perkins St, I asked Howard if he was willing to do SFSTs. I had to repeat myself several times to Howard because he kept saying he wasn’t driving at the moment, but he ended up refusing to do the tests. Other officers at the scene told me prior that Howard was intoxicated, and as I got closer to him, I could smell the odor of an alcoholic beverage coming from his breath. I then placed Howard under arrest with handcuffs to the rear.

During the search of Howard’s person incident to arrest, I found a glass pipe in his right pocket. It will be submitted into evidence at the Rome Police Department to be destroyed.

Howard was read implied consent for a test of his blood, which was also refused by Howard.

I then transported Howard to Floyd Hospital to be cleared since he was involved in a motor vehicle accident. Howard also refused lab work at the hospital, and while waiting, asked me numerous times why he was being arrested.

After getting medical clearance, I transported Howard to the Floyd County Sheriff’s Office where he was booked for D.U.I. (less safe), hit and run, and driving while license suspended.
