On above date and time I was dispatched to the area of Old Summerville Rd behind Henderson & Son’s funeral home in reference to a third party complainant stating that there is a red truck on it’s side in the ditch and about 3/4 of a mile up the road the Armurchee Bridge looks to have been struck by a vehicle due to there being concrete in the road way and a wheel and tire laying in the road as well.

While en route to the accident dispatch advised me that the complainant wanted to meet in person for him to take us where the accident is. I advised dispatch I would be giving him a phone call just so I could go ahead a respond to the accident. I called the complainant and he advised me where the truck was and that there was also a tow truck on scene actively trying to get the truck out of the ditch.

Once on scene I observe a red Dodge ram in the ditch off the right hand side of the road and observed the vehicle was traveling southbound on Old Summerville Rd. I observed another vehicle on scene I exited my vehicle and made contact with Ms. [WITNESS #1] and Mr. [REDACTED]. I asked them who they were and who was driving the vehicle. They advised they were the parents to 17 year old Mr. Tyler Dalloo who was sitting in the rear driver side passenger seat.

While looking into the vehicle I could see Mr. Dalloo with vomit all over his face, jacket and see vomit int eh back seat. As he turned and looked in my direction I observed him having glossy blood shot eyes. I walked closer to the open car door I instantly I could smell the strong odor of alcoholic beverages emitting from within the vehicle. I informed his parents that I could smell the odor of alcoholic beverages and the reason we were out with them was due to someone calling in and stating that the truck was in the ditch and that the bridge just down the road appears to have been struck by a vehicle.

I asked Mr. Dalloo to exit the vehicle and when he did he lost his balance to the point whee his mother Ms. [WITNESS #1] had to catch him to prevent him from falling. While talking to Mr. Dalloo I observed he was lethargic, slurred words, and extreme difficulty concentrating and keeping balance. I was advised by Ms. [WITNESS #1] that Tyler is 17 years of age.

Shortly after PFC Stanfield arrived on scene and began talking to Mr. Dalloo. He asked Mr. Dalloo if he was willing to do any kind of test to determine if he is impaired to which he refused to do anything. I placed Mr. Dalloo in handcuffs fitted and double locked. I advised dispatch I had him in custody and I walked him to the rear of my patrol vehicle. Once placed in the back I read Mr. Dalloo implied consent for drivers under 21 years of age for a blood draw to which he refused. I transported him to Atrium Health Floyd for medical clearance for the jail. Once cleared I transported him to the Floyd County Jail.
