On listed date I was dispatched to Herring Road in reference to a possible sexual assault case. While en route to the call I was advised that the caller was 15 years of age and it was in reference to her 16 year old friend and her father. Dispatch also advised that the two females were in the road Herring and Hwy 156 waiting for my arrival. Upon arrival I located the two juvenile females on Herring Road. As I was getting out the female juveniles approached. I asked the young ladies what happened. The complainant stated that she and her friend were dancing to music this morning around 0100 (1:00 A.M.) and her father came over to her friend and gave her a hand written note and gave it to her and walked away. The complainant stated both girls read the note, and were shocked. I asked them where the note was at currently and if anyone else knew what had taken place.
I was handed at note from the 15 year old complainant. I asked the girls what there names were and was given them. I opened the note to see the inscription that was wrote in blue ink. The note stated, “I have a proposition I’ll give you $50.00 if you come to my room once [VICTIM #1] goes to sleep and you let me lick your pu*sy. That is all I want to do I get my check on the 3rd of the month.” Complainant [VICTIM #1] stated that she confronted offender Garmany about that and told her that he was sick and that she doesn’t feel safe anymore. She stated that she and victim [VICTIM #2] went into her older brothers room, who also knew of the incident, because he came out asking about the argument. While speaking to the juveniles offender Weyman Garmany began to approach us and I requested officer Doan to go speak to him.
I did advise Doan to go ahead and detain the offender and that I would be over shortly. Doan read him miranda and asked him if he understood and if he would speak to us. Garmany stated that he understood and didn’t wish to make any statements. As I advised him that he was under arrest, he made a statement that the note wasn’t even meant for her.” I checked his person for any contraband before placing him in the back seat of the patrol unit. Ofc. Doan had already cuffed him and checked for spacing before double locking them. I spoke to the on call DFCS worker in reference to the case, and they advised that they would be following up. The victim juvenile was returned to her father after we made contact with him and advised them of the situation, and the complainat juvenile was left in the care of her 23 year old brother who was at the house.
