On the 15th of November 2025, at 2149hrs, I was dispatched to a report of a rollover vehicle crash where someone had possibly been ejected from the vehicle. The complainant was an operator with BMW Assist who had received a notification from the vehicle. I was able to speak to with a representative from BMW Assist at a later time who informed me the alert came from the vehicle not a cellular device and that they were unable to speak with anyone in or near the crash through their telematic line. The representative was able to confirm the alert was received at 21:51:32hrs.

En route to the scene dispatched advised there was an additional complainant on scene, [WITNESS #1]. I arrived on scene and found a white 2023 BMW 4401 bearing Wyoming Tag# [REDACTED] on its roof in the roadway. [WITNESS #1] was on the right shoulder still on the phone with our dispatch operator.

I heard what sounded like someone walking through the woods westbound paralleling Alden Way as I exited my vehicle. I found no one in the vehicle and asked [WITNESS #1] if he had seen anybody. He said no. I headed in the direction I heard someone walking through the woods and called out “Forsyth County Sheriffs Office make yourself known.” I observed three subjects walking westbound along the privacy fence for [4400 BLOCK] Harlow Cir. Two of the individuals appeared to start running as I shined my flashlight in their direction. One of the individuals appeared to be a female wearing a teal shirt and the other appeared to be a male wearing a green shirt.

All three individuals continued along the fence line and turned the corner of the fence headed in the direction of the residence listed above. I called out on the radio a foot pursuit and ran to the front of the property where I observed one male subject (later identified to be [WITNESS #2]) inside the garage. I also observed two other pairs of legs walking into the residence as the garage door was closing but I was unable to identify them at the time. I ordered everyone to stop and come back outside as the door closed. [WITNESS #2] said he was coming out and opened a separate garage door attached to the home. I briefly spoke to [WITNESS #2], and he claimed the only people in the home were his wife, [WITNESS #3], the couple that lives in the residence, 10 other people and himself. [WITNESS #2] was detained at this point in handcuffs until all parties involved could be located and identified.

DSII T. O’Connor responded to my location and made contact with the homeowners, [WITNESS #4] and Clinton Jesse Traylor (who goes by the name Jesse), at the front door. Jesse was detained by DSII O’Connor during their interaction. Reference DSII O’Connor’s supplemental for additional information.

I continued speaking to [WITNESS #2] in the driveway and he claimed he was watching football with [WITNESS #3] on the back patio when he heard people start screaming. He said he ran to the rear of the property and jumped over the fence to see what had happened. [WITNESS #2] claimed to have seen the vehicle overturned in the roadway and thought it was his friend’s vehicle. He claimed to have climbed inside the vehicle to check for occupants but did not find anyone.

I questioned [WITNESS #2]’s story regarding who’s car he had seen and he said “I have no idea what happened but it was my friend…It looked like my friends car.” DSII O’Connor and Jesse walked past us and [WITNESS #2] said ” I don’t even know who that person is.” I questioned [WITNESS #2] regarding who he returned to the residence with and he admitted one of the individuals was [WITNESS #3]. [WITNESS #2] later informed me that the registered owner of the vehicle, Jesse, lived at the residence, and that [WITNESS #4] was who he heard screaming Jesse’s name while she was in the residence. I asked [WITNESS #2] who walked back to the house with him and he said “‘Honest to God answer I have no idea… I cant answer that question.” Once it was determined that [WITNESS #2] was not involved with the crash the handcuffs were removed.

I was next able to speak with [WITNESS #3] in front of the residence. [WITNESS #3] acknowledged she was walking with [WITNESS #2] when I called out to them. She corroborated [WITNESS #2]’s story regarding being on the back patio watching football when they heard the crash. [WITNESS #3] said [WITNESS #2] ran to check on what had occurred and she went inside to check on Mr. and Mrs. Traylor’s son. [WITNESS #3] claimed to have then walked outside along the fence line where she encountered [WITNESS #2] and [WITNESS #4] walking back from the crash scene. [WITNESS #3] was not sure who all was in the residence when the crash occurred but claimed [WITNESS #4] was there. I asked [WITNESS #3] if Jesse was in the residence when the crash occurred, but she indicated she did not know. I asked her if she knew who Jesse would have been with if he had gone out but she stated she would not have known. [WITNESS #3] told me Jesse had been wearing a green shirt during our conversation, which confirmed he had been the other person walking back to the residence with them.

[WITNESS #4] walked past me when I finished speaking to [WITNESS #3] and I asked to speak with her. We walked out to the end of the sidewalk and we spoke about what she had seen. [WITNESS #4] said everyone started arriving for the party around l700hrs. She admitted that the crashed vehicle belonged to them and did not understand why we believed the vehicle was a rental. She also confirmed that [WITNESS #3] and [WITNESS #2] were on the patio watching football when the crash occurred. [WITNESS #4] claimed to have been putting their son to bed and telling everyone goodbye when the crash occurred. She said “I found out someone was driving the car. Had left, drove it and it is upside down.” [WITNESS #4] acknowledged Jesse was in the car when it crashed but she did not know who was driving or with him at the time.

[WITNESS #4] claimed to have followed [WITNESS #2] into the backyard and attempted to climb over the fence. She was unable to, so she walked around. [WITNESS #4] said she walked back to the residence at the same time but was “very behind her” referring to [WITNESS #3]. DFC C. Welch asked [WITNESS #4] if we would be able to see any footage captured on their ring cameras, and she said “oh absolutely.”‘ She then said the camera on the garage side of the home was not charged and that the camera on the front of the home had not been connected to their internet.

I did not interview Jesse regarding the crash. I was informed DSII O’Connor had read Jesse his Miranda Warnings and declined to answer any questions.

Jesse was determined to have been the driver of the vehicle and informed he was under arrest. I determined Jesse was the driver based on the fact he was seen removing the keys to his crashed vehicle from his pocket and handing them to his wife, he was seen leaving the scene of the crash, and he was the only person who could not be accounted for at the time of the collision.

Taking into consideration the fact the crashed vehicle was registered to Jesse, the fact he had the keys to his crashed vehicle in his pocket, the fact he was seen leaving the scene of the crash and the fact he was the only person that could not be accounted for at the time of the crash I determined that he was the driver of the vehicle. Jesse also had the odor of an alcoholic beverage coming from his person and his eyes were bloodshot and watery.

It was noted in the crash report that the two front seatbelts were in an extended locked position indicating there had been a passenger in the vehicle. The passenger was not identified during the investigation and no one interviewed was able to say or willing to say who the passenger was.

Jesse was already detained in handcuffs and informed he was under arrest. DSII O’Connor and I helped Jesse stand up off of the curb he was sitting on, and I walked with him to the rear of my patrol vehicle. I patted him down before having him sit in the backseat of my patrol car and read him the Georgia Implied Consent Notice for Suspects Age 21 or Over, Jesse agreed to provide a sample of his blood for chemical testing, and I transported him to Medical to be evaluated for any injuries he may have received during the crash. Jesse Medical at the hospital, but the sample of his blood was collected by [REDACTED] while we were there. I then transported Jesse to the Forsyth County Jail where he was turned over to the intake deputy without incident.

Jesse was cited for 40-6-391(A)(1) DUI – Driving Under the Influence of Alcohol – M, 40-6-48 Failure to Maintain Lane – M, 40-6-180 Too Fast For Conditions – M, 40-6-390 Reckless Driving – M and 40-6-270 Hit and Run; Driver to Stop or Return to the Scene.

On the 16th of November 2025, at 1822hrs, I met with [WITNESS #1] to follow up with him on what he had seen the night before. [WITNESS #1] informed me he was at home with his wife, [WITNESS #5], and their children watching television when they heard the crash. He claimed to have walked out on their back porch with [WITNESS #5] and heard someone yelling “Call 911.” [WITNESS #1] called as he and [WITNESS #5] made their way to the crash scene. [WITNESS #1] and [WITNESS #5] both said they observed a male subject matching the description of [WITNESS #2] close to the crashed vehicle. [WITNESS #1] and [WITNESS #5] heard what sounded like a phone connecting to the car via Bluetooth. [WITNESS #5] said she heard music playing through the speakers and then a female voice say what she thought was “Jesse”.

[WITNESS #1] remained on scene until I arrived, but [WITNESS #5] had already left to go check on their children. [WITNESS #1] said while he was waiting at the scene a female called for [WITNESS #2] from the edge of the woods, and [WITNESS #2] went to speak to whoever had called for him. [WITNESS #1] and [WITNESS #5] both completed statement forms, and they were uploaded to Axon.

On the 16th of November 2025, at 1915hrs and 2243hrs, I met with [WITNESS #6] and [WITNESS #7]. [WITNESS #6] was at home during my initial visit, and I spoke with him about what he had seen the night before. [WITNESS #6] said he was home with his daughter [WITNESS #7]. He said he had not seen the crash but had heard tires squealing before a solid crunch sound. [WITNESS #6] said he had not seen Jesse’s BMW leave the residence since early in the morning. [WITNESS #6] told me [WITNESS #7] was at work, and I returned to the residence later in the evening to speak with her. [WITNESS #7] said she had heard a car speeding through the subdivision screeching it’s tires and also heard it pull out onto the main road at what sounded like to her a high rate of speed. [WITNESS #7] said she heard a crunch right after. She said she heard what sounded like a golf cart leaving their street a minute after the crunch and could hear a panicked commotion coming from outside.

[WITNESS #6] had previously described the golf cart to me as being white with a white roof with two forward-facing and two rear-facing seats. [WITNESS #6] claimed there was an adult male and female in the forward-facing seats and a teenage male and female in the rear-facing seats. [WITNESS #6] and [WITNESS #7] both completed statement forms that were uploaded to Axon.
