The following was taken from a press release distributed by the Atlanta Police Foundation on July 16, 2024:
FULTON COUNTY, Ga. – The Atlanta Repeat Offender Commission, in collaboration with the Atlanta Police Foundation, has released its 2023 Repeat Offender Report, detailing comprehensive data and information to address repeat offender criminal activity and provide accountability and transparency of systemic issues in the Fulton County criminal justice system.
Crime in Atlanta often stems from the repeated criminal acts of a relatively small number of individuals. To counter this, APF established the Repeat Offender Commission in 2015. This commission consists of City, County, State, and Federal leaders who work together to address systemic issues and decrease the repeat offender crime rate in Atlanta.
Key highlights from the report include statistics on felony arrests, the involvement of repeat offenders in criminal activities, a report on Judges’ participation, a report on the District Attorney’s participation, and the impact of judicial decisions on public safety. Additionally, the report showcases the collaborative efforts between government leaders, law enforcement agencies, and community stakeholders to address crime and improve the safety of Atlanta residents.
Here are some key highlights from the report:
- 1,021 individual repeat offenders accounted for at least 1,195 different felony cases.
- 24% of APD felony arrests in 2023 were committed by a repeat offender (compared to 26% in 2022 and 30% in 2021).
- 16% of repeat offender cases were violent.
- 150 repeat offenders were identified as gang members.
- 27% of all cases involved a firearm (33% in 2022).
- 47% of adjudicated cases by superior court judges resulted in confinement.
- 30% of adjudicated cases were not seen by a superior court judge as a result of being nolle prosequi/dead docketed, dismissed, transferred to state court, or seen by a magistrate judge. All repeat offender cases must be seen by a superior court judge per Fulton County Superior Court’s terms & definitions.

About the Atlanta Repeat Offender Commission: The Atlanta Repeat Offender Commission was established by APF in 2015 to address the increasing issue of Repeat Offenders in the City of Atlanta. Crime in Atlanta often results from the repeated criminal acts of a relatively small number of individuals.
The Repeat Offender Initiative is a multifaceted strategy aimed at reducing the crime rate of repeat offenders in the City of Atlanta while enhancing and creating a system of accountability and transparency for Atlanta’s multi-jurisdictional criminal justice system. This private-public partnership provides strategic support on various levels from technology and manpower to field intelligence and operational support.
The Commission formulated the Repeat Offender Tracking Unit (ROTU) in 2022 to execute the Commission’s strategic objectives while creating an atmosphere of collaboration. ROTU enables officials of the relevant city, county, state, and federal agencies to work in closer coordination, share relevant information in real-time, and ultimately make the criminal justice system more efficient, thus making Atlanta a safer city.
The RO Initiative’s participating government and community organizations are the Atlanta Police Department, Fulton County Clerk of Superior & Magistrate Courts, Fulton County Sheriff’s Office, Fulton County District Attorney’s Office, Fulton County Magistrate Court, Fulton County Superior Court, Fulton County Accountability Court, Georgia Department of Community Supervision, Fulton County Solicitor General’s Office, Superior Court Administration, Atlanta City Council, Atlanta Police Foundation, Buckhead Coalition, Georgia Bureau of Investigation, Federal Bureau of Investigation, The Bureau of Alcohol, Tobacco, Firearms and Explosives, Midtown Alliance, and the United States Attorney’s Office for the Northern District of Georgia.
