On 12/01/2025 at 1521 hours I was dispatched to an armed robbery call on the platform at Oakland City MARTA station.
When I arrived I met with Bus Operator ([VICTIM #1] [REDACTED BY AGENCY] whom stated he was robbed on the platform. [VICTIM #1] stated an unknown black male later identified as Dortch, Tyler presented a black in color handgun and pointed at him. [VICTIM #1] stated Dortch then demanded he give him his wallet and cell phone. [VICTIM #1] stated he gave Dortch a brown in color leather wallet with approximately $15 dollars in it and a black in color Galaxy S20+ cell phone. [VICTIM #1] stated Dortch then boarded a southbound train in route to the Airport station. [VICTIM #1] stated he then went down to the staff room and notified MARTA police communication.
[VICTIM #1] described Dortch as a black male wearing a black jacket that has fur on the hood; with black ashy washed jeans; with a black in color handgun. At 1559 hours a black male matching the description given by [VICTIM #1] was observed on the platform at Lakewood MARTA station. I responded to the platform at Lakewood MARTA station to conduct a station check for Dortch. When I arrived on the platform I unholstered my duty weapon and conducted a check of the platform in the sul position. I observed Dortch laying face down on the platform. Once Dortch was handcuffed I searched him while he was still laying on the ground.
Search incident to arrest discovered Dortch possessed a black in color Springfield Armory XP-9 9mm handgun (serial #BA740878) in his front hoodie pocket near his waistband. Dortch was escorted to the patrol vehicle for a show up. A show up was completed at Lakewood MARTA station and [VICTIM #1] positively identified Dortch as the suspect whom robbed him.
A NCIC/GCIC and MARTA suspension check was conducted on Dortch. Results of the check revealed negative for any wants/warrants or current MARTA suspensions. Dortch however, is a convicted felon.
Dortch was issued MARTA suspension #307053 for a permeant ban; effective 12/31/2025 for Armed Robbery.
Dortch was transported to Fulton County Jail and charged with Armed Robbery 16-8-41; Aggravated Assault 16-5-21; Possession of Firearm During Commission of a Crime 16-11-106; and Possession of Firearm by Convicted Felon 16-11-131. Dortch black in color Springfield Armory XP-9 9mm handgun (serial #BA740878) was placed in locker S-4 for evidence.
