On February 27, 2026, I, Deputy Cooper, badge #521, was assigned to the Gilmer County Sheriff’s Office UPD. I was dispatched at approximately 18:46 hours, for a phone call regarding a physical domestic incident that occurred earlier that day. I was able to make contact with [REDACTED], who put me in contact with “[REDACTED],” the son of the victim.
While speaking with [WITNESS #1], he stated that his mom’s [VICTIM #1] husband, Billy Jack Parker, had been physical with Mrs. [VICTIM #1], causing a significant laceration above the right eye. Mr. [WITNESS #1] stated that Mr. Parker had used a handgun to strike Mrs. [VICTIM #1], causing the laceration. Mr. [WITNESS #1] stated this incident occurred around noon today at [300 BLOCK] Penland Street, Apartment #[REDACTED], and that Mr. Parker was supposed to return to retrieve some of his belongings.
After speaking with Mr. [WITNESS #1], I informed Gilmer County Dispatch that I would be en-route to the address provided to speak with Mrs. [VICTIM #1]. I arrived at the residence at approximately 19:15 hours,. I was able to make contact with Mrs. [VICTIM #1], and I spoke with her on the front porch. When Mrs. [VICTIM #1] walked out onto the porch, I observed a bloody laceration, dark colored bruising, and significant swelling to Mrs. [VICTIM #1]’s right eye. I also observed blood on multiple places of Mrs. [VICTIM #1]’s fingers. I asked Mrs. [VICTIM #1] if she could step me through what happened today, she stated Mr. Parker beat her.
I asked Mrs. [VICTIM #1] if she could explain to me how Mr. Parker beat her. Mrs. [VICTIM #1] stated she and Mr. Parker began arguing the night before because Mr. Parker was accusing Mrs. [VICTIM #1] of cheating. Mrs. [VICTIM #1] said they both went to bed and that he went to work today. Mrs. [VICTIM #1] stated when Mr. Parker arrived back at the residence, he was irate and began breaking some of her belongings.
Mrs. [VICTIM #1] then stated that Mr. Parker grabbed a nearby shelf and threw it at her, striking her above the right eye, and that’s what caused the laceration. I asked Mrs. [VICTIM #1] if there was ever a gun involved during the incident, to which she replied no. Mrs. [VICTIM #1] was asked if anything like this had happened before, to which she stated yes, this was the second time Mr. Parker had done something similar.
I asked Mrs. [VICTIM #1] if she would be willing to write a statement about this incident, but Mrs. [VICTIM #1] refused and stated she would not write anything or fill out any paperwork. Sgt. Humphries then asked Mrs. [VICTIM #1] if it would be alright if we took some pictures of her and where the incident occurred, and again Mrs. [VICTIM #1] refused. Mr. [WITNESS #1] sent Sgt. Humphries pictures of the incident to his county-issued phone.
Due to the laceration, bleeding, and swelling, Sgt. Humphries was able to convince Mrs. [VICTIM #1] to let medical check her out to make sure she was okay. Sgt. Humphries then informed Gilmer County Dispatch to have a medical unit en-route to the address. Once medical arrived, Mrs. [VICTIM #1] was checked, and stated she was fine.
After I had all the information I needed, I gave Mrs. [VICTIM #1] a victim’s pamphlet with my name and badge number, case number, and today’s date, along with a victim’s notification form and a Vine pamphlet.
