On 01-19-2025 at approximately 07:32hrs, I, Deputy Z.Harter-Ray #526 was dispatched to the area of Yukon Road and the business of C-Scapes in reference to a injured female running in and out of traffic and not wearing a shirt. I responded code 1 (no lights or sirens active). While en route, dispatch advised another party had picked up the subject and was en-route to Tractor Supply Co. parking lot to meet.
I arrive on scene and pulled up behind a white, Chevrolet truck. Dispatch advised that another unit was en-route. I could observe a figure climbing across the rear seat and climbed out of the rear passenger door. I observed the subject to be completely nude and in an excited state.
I approached the female and recognized her as Kayla Weeks. Kayla stated she was sorry, but she had to take her clothes off due to being extremely hot. Kayla started shouting out, “They’re trying to poison me.” I asked her who was trying to poison her, and she stated that [REDACTED] was trying to poison her.
I attempted to speak to Kayla in a calm manner and try to get her to sit in the rear passenger seat of my patrol vehicle #521 due to her being nude and exposed in public. I held her arm and escorted her to the rear passenger seat of my patrol car. I observed Kayla to have a white film coming from her mouth as we walked to my patrol vehicle.
When we arrived at the door of the rear passenger seat of my patrol vehicle and I opened the door and Kayla shouted, “You’re gonna kill me!” She then attempted to pull away from me and continued to yell. I directed Kayla to calm down and attempted to explain that I was there to help her. Kayla then yelled out, “He is going to blow us all up!”, and dropped to her knees.
I held onto Kayla’s arm and attempted to place her in to the rear seat of my patrol vehicle. Kayla then began to get in the vehicle, but then attempted to run away. I still had control over Kayla’s left arm and again attempted to convince Kayla to get in the rear seat of my patrol vehicle, but she began to pull away from me again.
I then leg sweeped Kayla’s left leg and placed her onto the ground in a prone position while keeping control of her left arm. Kayla then rolled over and began to kick me in the upper pelvic area. I then rolled Kayla over to her stomach and directed her to place her hands behind her back. Kayla refused to comply and continued to yell.
I then moved her left hand and placed it behind her back and placed a handcuff on it. I then grabbed her right hand and secured it with the other handcuff. I checked the handcuffs for fit and double locked them. I assisted Kayla to her feet and attempted to place her in the back of my patrol vehicle, but Kayla tried to pull away and fell down.
I radioed dispatch to request an additional unit due to Kayla continuing to try and pull from me. While attempting to assist Kayla up, EEPD Officer R. Graham #109 and EPD Officer K. Hensley #414 arrived on scene. Officer Graham then assisted me in helping Kayla up and placing her into the rear seat of my patrol vehicle.
I then spoke to the complainant, [WITNESS #1]. I asked her what happened. She stated that she was driving toward town on Yukon Rd. and saw a woman (Kayla Weeks) on the side of the road that was bleeding from her knee and partially nude. [WITNESS #1] stated she pulled over to speak with the female and when she stopped the vehicle, the female jumped into her truck. She stated that she immediately called 911 and pulled over in the parking lot of Tractor Supply.
I activated my rear seat camera and transported Kayla to the Ellijay Piedmont Hospital for her injuries and altered mental state. When we arrived, FTO J. Ellington #522, DFC S. Weaver # 528, Deputy E. Mosely # 723 arrived to assist in escorting Kayla into the emergency room. Once in the ER, I stood by to ensure Kayla was calm and was not a risk to herself or others. I was advised by medical staff that she was being held for mental evaluation.

OCGA 16-10-24(a) Obstructing or hindering Law Enforcement Officers
OCGA 16-6-8 Public Indecency
