On Wednesday, December 31, 2025, I, Deputy Ellington 522, was assigned to Gilmer Sheriff’s Office UPD. At 15:01 hours, I was dispatch an assault call at [70 BLOCK] Knight Road Court, Ellijay, GA (Lakeside Trailer Park).
Dispatch advised the male aggressor was located within a camper and the female victim in the residence on the same property. Deputies Ellington 522 and Starland 533 responded code 1, non-emergency traffic (no lights /no siren). Unit #1524 video, audio, and body camera activated.
Upon arrival to the property, deputies observed the pop-up camper was located in the driveway before the residence. Deputies approached the camper and knocked identifying ourselves as sheriff’s office. I could hear a male subject reply and he refused to exit the camper.
I smelled a strong odor of an alcoholic beverage in the area and the male with slurred speech. The male continued refusing and I observed people coming onto the front porch of the residence. I pointed and told them I would be right there.
Deputy Starland maintained his position talking from the outside to the male, later identified as Mr. Marc William Richman. I approached the front porch maintaining site of Deputy Starland. I met with the subject inside and requested the victim (later identified as Mrs. [REDACTED BY AGENCY]) to step onto the porch.
Mrs. [REDACTED BY AGENCY] stated that between 14:45 and 15:00 hours, Mr. Richman came into the residence unannounced. Mrs. [REDACTED BY AGENCY] stated he approached her from behind wrapping his arms around her. Mrs. [REDACTED BY AGENCY] stated that he began kissing her about the face while feeling her abdomen, pubic area (vag*na), and breast.
Mrs. [REDACTED BY AGENCY] stated she began to cry and tried to get away from Mr. Richman but he was holding her. Mrs. [REDACTED BY AGENCY] stated Mr. Richman was very drunk. Mrs. [REDACTED BY AGENCY] was able to get away and Mr. Richman left the residence and began staring through a window. Mrs. [REDACTED BY AGENCY] stated at the time of this incident her daughter, Ms. [REDACTED BY AGENCY], and her were the only ones at home, [REDACTED BY AGENCY] was in the shower.
Ms. [REDACTED BY AGENCY] stated she did not see this assault but could hear her mom crying, and yelling stop. Mrs. [REDACTED BY AGENCY] stated she was brushing her teeth at the time.
I advised Dispatch that we had a subject refusing to exit the camper and I returned to the camper where Deputy Starland was still unable to get Mr. Richman to exit. I advised Mr. Richman that he was being accused of something and I needed to get a statement from him.
Mr. Richman appeared to be very intoxicated and refused, saying they were lying. Mr. Richman eventually stated that he wanted Mrs. [REDACTED BY AGENCY] arrested for false statement. I pleaded and pleaded with Mr. Richman to exit or give me his license for my report.
Eventually, Mr. Richman agreed and cracked the door with his license. I grabbed the door and he forcefully pulled back. Deputies opened the door and had to force Mr. Richman out of the camper as he resisted. Mr. Richman was pulled out of the camper onto the ground and arrested.
Deputies had to forcefully handcuff him while fighting for his arms/hands. Mr. Richman was handcuffed behind his back, check for fit, and double locked. A search incident to arrest was performed and Mr. Richman’s change, knife, and lighter were retrieved. Mr. Richman’s property was placed into the camper and the camper door was secured.
Mr. Richman was escorted to the passenger’s side rear of unit #1524 with the rear seat camera activated. Mr. Richman had a strong smell of an alcoholic beverage coming from his body/breath and unstable on his feet. Deputy Starland stayed with unit #1524 and I collected statement, victim’s advocate, Georgia Crisis Center, and Vine forms. I returned to the residence and collected written statements. Mrs. [REDACTED BY AGENCY] was provided with the forms and they were explained to her. I also advised her of the eviction process.
Mr. Richman was advised upon his release from the detention center, he would not be able to return to the property unless with law enforcement. Mr. Richman had abrasions to his right wrist from the handcuffs upon release to the detention staff.
Mr. Richman and Mrs. [REDACTED BY AGENCY] are acquaintances, do not live in the same residence and never have. Mr. Richman lives in a camper on the property. Mr. Richman has had permission in the past to enter the residence when he is not drinking and the family is home.
Mr. Richman was transported and released to Gilmer Detention Staff without incident (rear seat camera/body camera activated during transport). A rear seat contraband check was completed on Unit #1524 with negative findings.
