On October 29, 2025 I Deputy Cooper badge #521 was assigned to Gilmer County Sheriff’s Office UPD. At approximately 1856 hours dispatch radioed in regards to a disturbance at [400 BLOCK] Old Roundtop Rd. I responded code 1 (no lights/ no sirens). No audio/ video recorded at that time.

At approximately 1904 hours I arrived to the residence where I activated my car camera along with my body worn camera. Upon arrival I noticed a vehicle with the driver door opened and went to check it out. When I approached Michael Howell exited the vehicle. I asked Mr. Howell what was going on to get his side of the story. Mr. Howell started acting in an aggressive manner taking an aggressive stance and began to yell and use obscene language, spite my efforts to de-escalate and calm him down. Deputy Ledford and I detained Mr. Howell and secured him in handcuffs checked for proper fit, and informed Mr. Howell he was under arrest for disorderly conduct due to him yelling and using obscene language within proximity of his neighbors. I searched Mr. Howell’s person and doubled locked the cuffs before putting him in the back of patrol unit #721, where I secured him with a seatbelt.

After securing Mr. Howell in my patrol car I went to talk to [WITNESS #1] (Mr. Howell’s mother) who called dispatch for the dispute. Upon talking to Mrs. [WITNESS #1] she stated that Mr. Howell came home from work and had been drinking and as soon as he came home he began yelling and using obscene language towards her. After talking to Mrs. [WITNESS #1] I tried to talk to [REDACTED] (Mr. Howell’s Girlfriend) what had happened but she refused to explain what had happened due to Mr. Howell being her boyfriend.

Mr. Howell was turned over to detention staff with no further incident. A rear seat contraband check was conducted with no contraband found.
